CHAL: Inclusive Methodology for Human Resources Management in the Federal Court of Rio Grande do Norte

To promote the inclusion of people with disabilities in the public service is more than an institutional value: it constitutes a legal duty established by the Brazilian Federal Constitution of 1988. However, the formal inclusion guaranteed by the legal framework does not always translate into effective inclusion, often limited to compliance with legal requirements without structured instruments to guide the reception, placement, and monitoring of these civil servants. To address this gap, this study proposes the CHAL methodology (an acronym for Knowledge, Skills, Attitudes, and Functional Limitations), which builds on the KSA competency management model and adds the dimension of functional limitations arising from disability, enabling individualized reception, more efficient placement, and continuous monitoring of civil servants through a compatibility analysis between the functional profile of the servant and the requirements of the position.
