Contract Monitoring: Development of a systemic and automated solution to assist public administration

Contract execution is an essential step in public procurement, requiring compliance with the agreed clauses and continuous oversight by the public administration, as stipulated in Law 14.133/2021. Nevertheless, many municipalities face difficulties in the contract monitoring phase, resulting in delays, financial losses, and low efficiency. Among the main problems are the lack of training for supervisors, communication failures, the absence of standardized processes, and the lack of adequate technological tools, leading to the use of spreadsheets and informal methods that weaken control. In the case study of the Municipality of Florianópolis, significant variability in procedures, the absence of a unified system, and discrepancies in information relevant to management were observed. Given this scenario, the adoption of innovative solutions capable of improving efficiency, transparency, and coordination among the agents involved becomes necessary. Innovation in the public sector, according to the literature, depends on new knowledge, processes, and technologies, as well as collaboration between different organizations. Thus, this project proposes to develop an automated and innovative technological solution to improve the oversight of public contracts, addressing operational and strategic gaps, supporting decision-making, and adding value to management and society.
