SUMMARY:

Introduction: National patient safety indicators reveal opportunities for improvement in risk management within Brazilian healthcare services. This study evaluated the impact of a participatory and multifaceted intervention, based on responsive regulation strategies, on the performance of the state of Paraná in patient safety indicators.

Method: The study was conducted between 2022 and 2024, involving 20 hospital units from the state-owned network of the Paraná State Health Department. The intervention followed five stages: 1) Identification and prioritization of the problem; 2) Prioritization of indicators; 3) Initial compliance analysis; 4) Design and implementation of the intervention; and 5) Reevaluation of effectiveness. Using a quasi-experimental before-and-after design, the prioritized indicators included regular notifications in NOTIVISA, compliance with patient safety plans, and participation in the national assessment of patient safety culture. Data analysis was performed descriptively and analytically, comparing results before and after the intervention to identify significant changes, which were demonstrated through a Pareto Chart.

Results: Significant improvements were observed. The "Patient Safety Culture Assessment" indicator showed an absolute improvement of 75% and a relative improvement of 88.24%. The regularity of notifications in NOTIVISA improved by 55% (absolute) and 78.6% (relative). The Institutional Safety Plan increased from 60% in the first assessment to 75%, with an absolute improvement of 15% and a relative improvement of 37.5%. Non-compliance cases decreased from 47 in the first evaluation to 27 in the second and 16 in the third, demonstrating improvement after the multifaceted interventions.

Conclusion: Strategies based on responsive regulation and multifaceted approaches can contribute to the improvement of patient safety indicators and the reduction of non-compliance in healthcare services. However, the limitations of the quasi-experimental design and the influence of contextual factors indicate the need for further studies to validate the effectiveness and replicability of the intervention in different settings.
