SUMMARY:

This research project analyzes the Preliminary Technical Study (ETP - Estudo Técnico Preliminar) as a strategic planning instrument in government procurement, under the framework of the New Bidding and Contracts Law (Law No. 14,133/2021). Although the ETP has been consolidated to evaluate the technical and economic viability of public contracts, ensuring efficiency and effectiveness, in practice, this artifact is frequently treated as a mere bureaucratic ritual. Corroborated by surveys from the Federal Court of Accounts (TCU), which point to the lack of guidance for public agents as one of the major obstacles in preparing these documents, the study defines the following research question: how can the ETP become a planning instrument capable of conferring efficacy, efficiency, effectiveness, and economicity to public procurement?. To answer this question, the general objective is to provide theoretical and practical contributions so that the ETP acts as a facilitator of effective purchases. Specifically, the research will evaluate the electronic auction processes conducted by the Public Ministry of the State of Rio Grande do Norte (MPRN) in the years 2024 and 2025, mapping the operational difficulties of the requesting units and diagnosing whether the elaborated documents actually possess strategic elements. The theoretical foundation is based on the constitutional principles of Public Administration, the Managerial Theory, and the Agency Theory, focusing on the reduction of informational asymmetry. Methodologically, the research is characterized as applied, descriptive, and qualitative. The procedures include an integrative literature review, documentary analysis, and a survey. Data collection will occur through the application of interval scale questionnaires to demanding managers and semi-structured interviews with the MPRN procurement management, with the aid of the Iramuteq software for analyzing textual patterns. As final products and practical contributions aimed at mitigating waste, promoting sustainable development (SDGs), and ensuring legal security, the project proposes the creation of a Public Procurement Information Panel (Dashboard), in addition to the development of an ETP Framework structured by the 5W2H and Cross SWOT (TOWS) matrices, accompanied by a guidance Booklet
