SUMMARY:

Institutional communication is a sensitive element within public organizations. These institutions are required, through laws and regulatory acts, to ensure the publicity and transparency of their information to citizens. In public higher education institutions, documents such as statutes, bylaws, resolutions, and regulations constitute the main normative instruments responsible for guiding the organization, functioning, and practices of the academic system in its various dimensions. Familiarity with institutional language and mastery of the codes and rules of the organization to which one belongs can be a determining factor for individual success. Within this context, the present study aims to investigate the perception of undergraduate students from a university campus located in the interior of the state of Rio Grande do Norte regarding the rules set forth in the undergraduate course regulations—an instrument that governs undergraduate education at the Federal University of Rio Grande do Norte. The goal is to identify the existence of barriers in the communication process that hinder the understanding of this document and limit the students' ability to fully exercise their academic rights and responsibilities. Furthermore, this study seeks to propose a pedagogical tool to support students in the process of institutional affiliation and to contribute to the development of their autonomy. In light of this, the research will adopt a quantitative and qualitative approach, from a descriptive perspective, aiming to understand the outlined problem. To this end, the study will involve documental analysis and the application of a questionnaire with students, with the aim of identifying gaps in the communication process and reinforcing the need to align institutional communication with users’ demands, thus contributing to the effectiveness of public educational policies.
