SUMMARY:

The Federal University of Rio Grande do Norte (UFRN) routinely receives oversight demands stemming from audits conducted by regulatory and supervisory bodies, notably the Federal Court of Accounts (TCU) and the Office of the Comptroller General (CGU), regarding alleged irregularities. Among these are issues related to the accumulation of positions, jobs, and functions, as well as conflicts of interest in the exercise of public office. Within UFRN, the responsibility for investigative (non-punitive) processes and procedures concerning such indications falls to the Coordination of Procedural Advisory and Accumulation of Positions (CAPAC), a unit directly linked to the Pro-Rectory of Personnel Management. In this context, the research aimed, as its general objective, to develop a proposed Normative Resolution for the processes and administrative procedures of the referred Coordination, focusing on improving the efficiency and transparency of processes and procedures within the unit, based on a combined interpretation of the Brazilian Civil Procedure Code (CPC), the Administrative Procedure Law (LPA), and the Law of Introduction to Brazilian Law (LINDB). This is an applied, descriptive, predominantly qualitative research employing action research and a case study strategy. The study analyzed 200 administrative processes handled by CAPAC between 2021 and 2024, providing a basis for drafting a set of recommendations to the university's senior administration. Subsequently, an integrative interpretation of the CPC, LPA, and LINDB was conducted, resulting in a proposed Normative Resolution. The research is expected to contribute to faster and higher-quality responses to internal and external administrative demands, enhancing the efficiency and transparency of administrative processes and procedures within CAPAC. Furthermore, the proposed Resolution, as a product of this study, will update the institution's internal regulatory framework, introducing innovations in administrative processes and procedures.
