SUMMARY:

The Brazilian educational landscape, particularly in Federal Higher Education Institutions (IFES), faces complex challenges exacerbated by successive economic crises and budgetary constraints due to strict fiscal policies. Within this context, academic projects emerge as a central strategy for the implementation of policies related to teaching, research, and extension, and are fundamental to achieving the objectives outlined in the UFRN’s Institutional Development Plan (PDI 2020-2029). Throughout the life cycle of academic projects, there is a recurring demand for amendments to instruments nearing expiration, which overloads the budget analysis sector of the Planning Office (Proplan). This study aims to improve the financial management of academic projects by implementing a model that considers three distinct scenarios — optimistic, probable, and pessimistic — to provide coordinators with decision-making support and serve as technical justification for amendment requests. The research adopts a quantitative approach, using the Program Evaluation and Review Technique (PERT) integrated with the Cost Estimate Classification System, alongside the Life Cycle Canvas (LCC) tool. Expected results include the validation of the proposed model through tests with the LCC, producing accurate forecasts for the three analysis scenarios. Additionally, the developed algorithm is expected to generate detailed graphical illustrations and contribute significantly to the efficient prediction and allocation of financial resources, considering the criteria of project maturity and complexity as classified by FUNPEC.
