SUMMARY:

This course conclusion work, developed within the Graduate Program in Architecture, Design, and Environment at UFRN and also presented as a technical report, introduces an architectural project for an institutional building intended for the Legislative Assembly of the State of Rio Grande do Norte. The proposal emphasizes spatial flexibility and constructive rationalization. The study begins with a diagnosis of the institution’s current infrastructure, composed of old, adapted, and dispersed buildings located between the Cidade Alta and Tirol neighborhoods in Natal/RN, with the main headquarters situated within a protected heritage area. This condition restricts expansion possibilities and compromises the functional integration of legislative activities. The design problem concerns the need to consolidate and qualify administrative and legislative spaces, providing an architectural solution capable of accommodating the institution’s ongoing structural and functional changes. Thus, the objective is to develop a new institutional building that combines construction efficiency, flexible use, and environmental sustainability. The research includes a theoretical investigation on flexibility and rationalization in architecture and construction, as well as analyses of reference projects using methods of formal graphic analysis and architectural programming. The proposed design offers two alternative occupation scenarios—housing either the Assembly School or various administrative sectors—and integrates sustainable strategies such as prefabricated elements, building-integrated photovoltaic panels (BIPV), rainwater harvesting, and the creation of a semi-public communal space. The results, presented at a preliminary design level, demonstrate how integrating flexibility with constructive rationalization can generate a more efficient, adaptable, and coherent institutional architecture aligned with contemporary public management demands.
