SUMMARY:

This technical report, developed within the scope of the Professional Master's Program (PPAPMA/UFRN), consists of an architectural intervention project for a plastic recycling and environmental education center named "Pavilhão do Mar" (Sea Pavilion), located on the coastal town of Baía Formosa, in the southern coast of Rio Grande do Norte, Northeast Brazil. The study is anchored in data that attest to the urgency of the intervention, such as the World Bank's projection (2018) that global municipal solid waste production will reach 3.40 billion tonnes by 2050, and the Sea Shepherd Brazil and USP report (Gonçalves et al., 2024), which revealed that 100% of Brazilian beaches analyzed are polluted, with 91% of the debris composed of plastic, indicating Baía Formosa/RN among the country's most affected beaches, with a high density of plastic macro-debris. This context reinforces the challenge of UN Agenda 2030’s Objective 11 regarding municipal waste management. The overall objective of this work is to develop the preliminary design of the "Pavilhão do Mar." The project applies the concept of rationality in architecture proposed by Gallinari and Ino (2004), emphasizing planning as the foundation for the architectural drawing. It also proposes a modular and flexible architecture with potential for replication in other coastal cities. The building was conceived to consume the recycled plastic it produces itself — plastic lumber — which was utilized as the material for its envelope and enclosures. The methodological procedures included bibliographic research on Municipal Solid Waste (MSW), the plastic lifecycle; the challenges of the National Solid Waste Policy (PNRS); the application of constructive rationality; the concepts of modulation and flexibility; the use of certified wood in architecture; and the study of decentralized recycling models, such as Precious Plastic. Technical visits were conducted in Baía Formosa, alongside the analysis of constraints (bioclimatic, acoustic, and legal), and a strategic partnership was established with the startup ReciclAMAR (Natal/RN) for the project development and the application of plastic lumber as a constructive material. The work is structured into six chapters, covering the theoretical framework, reference studies, design constraints, pre-dimensioning, the architectural conception and preliminary project report.
