This work aims to validate the content of indicators to evaluate the " More Doctors Program for Brazil ". The study was methodological, held in one of the Brazilian capital, with data collection from march to april 2016. The techniques were Delphi including 10 specialists in Primary Health Care evaluation apprehensively view through scale of 0 to 10 and average cutoff <7 and Standard deviation > 1, then pilot study with 4 program doctors, 1 supervisor and 1 tutor academic. The validated final instrument contains the categories: motivation through financial and educational incentives, work process, professional setting, expertise, supervision and tutoring. Was concluded that the instrument is reliable, easy to apply with potential widespread for application in others national contexts program.
