This research investigated the implementation process of the Program for the Protection of Children and Adolescents Threatened with Death (PPCAAM) in Rio Grande do Norte, which took place between 2018 and 2025, as a policy within the context of combating lethal violence. Based on a qualitative approach, of an exploratory and interpretative nature, and anchored in theories of public policy implementation and policy networks, the central objective was to investigate the implementation process of the PPCAAM/RN through the analysis of the bureaucratic instruments of policy production, identifying through them the arrangements, capacities, and mechanisms of institutional coordination developed that characterize this stage of the policy. The work adopted ethnographic document analysis, participant observation, and semi-structured interviews as research techniques, seeking, through the complementation of these data, to capture the construction of the program's implementation, its main challenges, adaptations, and institutional learning, giving centrality to the ethnographic analysis of the policy-producing documents in this process. The PPCAAM is characterized as a public policy on human rights aimed at guaranteeing the comprehensive protection of children and adolescents in situations of imminent threat of death. Considering its federative, interinstitutional, and intersectoral nature as an expression of its high operational complexity and social relevance, investigating it allowed us to understand the challenges faced by the Brazilian State in implementing policies aimed at the child and adolescent population in situations of extreme vulnerability, as well as to elucidate the bureaucratic production processes of protection and management of violence in these contexts. Finally, the analysis of the research results sought to provide subsidies for reflecting on the improvement of institutional arrangements for public policies that have implementation strategies in articulated network action.
