SUMMARY:

The literature on metropolitan governance has predominantly focused on large metropolitan regions with formalized institutional structures, paying less attention to the coordination arrangements that emerge in areas undergoing metropolization, characterized by institutional fragmentation and the absence of a consolidated metropolitan governance framework. This gap highlights the need to understand how public and private actors develop governance mechanisms capable of addressing urban problems that extend beyond municipal administrative boundaries. Against this background, this dissertation is guided by the following research question: how are supralocal urban governance arrangements structured in contexts of institutional fragmentation and territorial interdependence in areas undergoing metropolization? The objective is to understand how supralocal urban governance arrangements are structured in contexts of institutional fragmentation and territorial interdependence in areas undergoing metropolization. The study is based on the hypothesis that, in contexts of metropolization characterized by institutional fragmentation and the absence of a consolidated metropolitan governance framework, such arrangements are structured through collective action involving governmental and non-governmental actors, who develop mechanisms of coordination, cooperation, negotiation, and collaboration capable of addressing public problems of common interest that transcend municipal administrative boundaries. The research adopts a qualitative approach, grounded in the inductive method and a comparative multiple-case study design. The selected cases are the CRAJUBAR Triangle, Brazil, and the Ocotlán Conurbated Zone, Mexico, chosen because they share convergent urban-regional, demographic, and institutional characteristics, particularly as intermediate urban centers embedded in contexts of weak metropolitan institutionalization. The study is expected to contribute to the advancement of theoretical and empirical debates on supralocal urban governance by providing insights into territorial coordination mechanisms in emerging metropolitan spaces and by offering analytical support for improving public policies aimed at the shared governance of urban issues.
