SUMMARY:

Urban flooding constitutes one of the main socio-environmental problems in contemporary cities, being associated both with the intensification of rainfall events and with unequal forms of urban space production. In the municipality of Natal, Rio Grande do Norte, these events have become recurrent, affecting social groups unevenly and revealing weaknesses related to urban planning and drainage infrastructure. In this context, this research aims to analyze the spatial and temporal distribution of urban flooding in Natal/RN, seeking to understand its relationship with socio-environmental vulnerability, sociospatial inequalities, and the limitations of urban management policies. Specifically, the study intends to identify and spatialize flooding occurrences and relate them to the socioeconomic indicators of affected areas; analyze the relationship between flooding events, rainfall patterns, and the effects of climate change; and identify and evaluate public policies and planning instruments aimed at mitigating and adapting to urban flooding. The research is based on the hypothesis that the interaction among climatic, urban, and institutional factors conditions the occurrence and unequal distribution of urban flooding in Natal, intensifying its impacts on socially vulnerable populations. Methodologically, a mixed-methods approach is adopted, combining quantitative procedures, such as database construction, spatial analysis using Geographic Information Systems (GIS), and correlation with rainfall data, with qualitative procedures, including fieldwork and interviews with residents of affected areas. It is expected that this research will contribute to understanding urban flooding as a complex socio-environmental phenomenon, highlighting the need for integrated policies that consider social, spatial, and institutional dimensions in urban risk management.
