SUMMARY:

The changes that have occurred in the public policy scenario under the federal government have provided various contrasts at the local and regional level, with the presence of federal institutes in the interior of the country, but also due to the lack of greater investment in science and technology to enhance research and innovation, which has directly and indirectly contributed to talents seeing better life opportunities in places other than their hometowns. Thus, the expansion of federal institutes towards the interior of Brazilian states may not have achieved the intended articulation between the objectives of the federal education public policy for local and regional development and its arrangements, which in this case may be contributing to enhancing the outflow of qualified population to other municipalities in the national territory and to other countries. In the case of the Brazilian Northeast, the reality may have highlighted the internal migration of the population of Rio Grande do Norte. The main objective of the work is to analyze the migrations carried out by graduates of integrated and subsequent technical education from the IFRN campies, who are destined for urban centers of higher hierarchical levels, in search of their insertion in the local, regional labor market and/or in the world of work as shaped by the objectives, purposes and goals of the public policy of creation of the RFEPCT in line with its expansion and interiorization in Rio Grande do Norte. To achieve this feat, the theories of human capital and brain drain are used with the help of the following methodologies: systematic reviews; collection and analysis of documents (laws, decrees, projects, programs); in addition to Respondent-Driven Sampling (RDS) with the help of instruments for collecting primary data via survey using structured questionnaires for graduates, in addition to semi- structured interviews with directors of the Advisory Office for Relations with the World of Work (ASREMT); and secondary data using variables from the Graduate Monitoring Survey (PAE), IPEA, RAIS, IBGE and INEP Microdata, on work, income, economy, courses, institutions and the number of graduates. Economically developing countries are having to strategically deal with the departure of their qualified population, and among the only benefits they receive are financial remittances from these migrants. In Brazil, these remittances are concentrated only in the southeast region, but the current scenario in the country is about a strong internalization and expansion of education that has generated a mass of qualified professionals who, on the one hand, are absorbed by activities that do not correspond to their training and, on the other, choose to migrate to another municipality and/or country according to the opportunities they have.
