SUMMARY:

The handicrafts of Northeast Brazil are recognized worldwide, representing practices rooted in the lives of women in the Brazilian semi-arid region, brought and modified during colonization. They have been the target of public policies for their cultural and patrimonial identification, protection, and public and private investments from the perspective of regional development. However, in Rio Grande do Norte (RN), regional handicrafts are being absorbed by the global textile industry, where parts of the production are carried out artisanally or semi-artisanally in so-called "facções" (small workshops), where the product is produced and then finished by the industry. This raises questions about the proposed development model, with benefits concentrated in capital and those who possess it. All of this can be seen in the artisans' feeling of being in competitive competition with large markets. This study proposes to analyze how solidarity-based handicrafts can strengthen artisanal work, the regional identity of the artisans, and a more inclusive development model, based on an evaluation of the public policy of Geographical Indication for Caicó embroidery (RN). In a comparative perspective with the semi-arid region of Rio Grande do Norte, this study seeks to understand how policies for valuing handicrafts are implemented in Portugal, investigating the certification instruments used and their relationship with regional development in Portuguese communities with textile and artisanal traditions, such as the bobbin lace makers of Vila do Conde and Peniche, the embroiderers of Madeira Island and Castelo Branco, and the tapestry makers of Beiriz and Arraiolos. The research articulates qualitative and quantitative approaches, combining systematic review, analysis of macrodata (IBGE, IPEA, HDI, IDHM, Gini Index, CADSOL), empirical research, and fieldwork, using the methodological procedures of participatory workshops and interviews with artisans, leaders, and managers in the two contexts studied comparatively. The hypothesis is that certification and regional recognition mechanisms are fundamental for valuing handicrafts as heritage art, adding greater value to the product and also leading to greater results in terms of income and gender equality, given that the craft is predominantly practiced by women. However, they require ongoing monitoring and evaluation, which is the objective of this study.
