SUMMARY:

This research proposal seeks to investigate how policy capacity conditions the outcomes of sectoral policies, utilizing a dual comparative strategy. The analysis compares two federal states with similar socioeconomic profiles and two distinct public policy sectors: education and environment. The study adopts the concept of Wu et al. (2015), which frames capacity through three dimensions: analytical, operational, and political, observed at the individual, organizational, and systemic levels. The research is based on the premise that policy outcomes are determined by these capacities. The empirical application of the proposed comparative design will involve the analysis of two key policies: the Full-Time High School (EMTI) policy and the Solid Waste Policy. The scope of the investigation covers the experiences of the states of Paraíba and Rio Grande do Norte. The study's overall objective is to analyze how the alignment and activation of the different capacity dimensions (analytical, operational, and political) relate to the expansion of EMTI coverage and the effective development of the operational infrastructure of waste management consortia. The methodological strategy combines quantitative and qualitative approaches. The quantitative dimension is based on the collection of indicators and time-series data from administrative sources to construct proxies that measure state capacities. This data will be complemented by qualitative case studies, which will employ interviews with key stakeholders and documentary analysis. The analytical integration will be achieved through a combination of process tracing and Qualitative Comparative Analysis (QCA), allowing for both the exploration of causal mechanisms and the identification of configurational patterns associated with policy success. The investigation will seek to verify if and how consistent patterns of capacity activation and alignment lead to greater operational coherence, systematic use of data, and intergovernmental coordination. Additionally, it will analyze the extent to which these factors condition the outcomes of coverage and student flow in the EMTI program and the advancement in the operational stage of waste management consortia. The relevance of this research lies in the premise that analyzing capacity as an activated practice, rather than as a mere stock, allows for a more precise identification of causal mechanisms. Through this approach, the study has the potential to generate implications for the design, governance, and prioritization of technical and financial support for state-level policies.
