Wine production's essential characteristic is the link between quality and origin, expressed by the concept of terroir. This concept results from the interaction between natural factors, such as soil and climate; human knowledge, comprised of technical expertise and practices passed down through generations; and local culture, which attributes identity and symbolic value to the product. Geographical Indications (GIs) are instruments for recognizing the quality of products originating from specific territories. This research focuses on wine GIs in the state of Rio Grande do Sul, which has the largest number of wine GIs in Brazil. The study reflects on whether the recognition of Wine GIs results in the development of the territories in which they are located, in the sense of whether or not they are prioritized as such by the stakeholders involved. Thus, the objectives were to identify how the effects of wine-growing geographical indications are perceived and experienced by different social actors in the Serra and Campanha Gaúcha regions, and to what extent these post-recognition experiences relate to the proposal for sustainable territorial development. Furthermore, research was conducted into the understanding of wine associations and wineries regarding the organization of the wine sector and its impact on territorial development; the wine companies' policies regarding the use of the GI seal when participating in the Association and the perceived results; and to identify the production of wines bearing the GI seal; and to assess the potential for assets and resources that can characterize a basket of territorial goods and services linked to wine-growing territories. The methodology was both qualitative and quantitative, using online interviews with representatives of GI associations and questionnaires administered to wine companies as research instruments. The theoretical framework of this research addresses sustainable territorial development, territorial quality income, and the basket of territorialized goods and services. The winemaking landscape in the state of Rio Grande do Sul and the state's wine-producing geographical indications were presented. The results indicate that geographical indications contribute indirectly to the development of territories, according to association managers, attributed to activities such as wine tourism, and that there is a lack of institutional coordination involving all wine-producing geographical indications. The wine companies that participated in the survey indicated that the use of the geographical indication seal is not focused on market returns, but rather as a way to position wineries in relation to wine quality and the cultural bond of belonging. The information obtained also provided a partial understanding of the production of wines that use the geographical indication seal. Therefore, it is considered that there is a lack of perception of the potential of geographical indications as drivers of territorial development, in addition to more effective and articulated governance after the recognition of the GI.
