SUMMARY:

Violence against women is a serious social problem that demands integrated responses from the government. In Natal, the Maria da Penha Patrol was created to protect women who already have protective measures in their favor, and it faced political disputes, institutional obstacles, and legal resistance along the way. Unlike usual, the proposal originated with a city councilwoman, with support from civil society organizations and justice system agencies. This research begins with the following question: how can Multiple Streams Framework explain Maria da Penha Patrol in Natal, Rio Grande do Norte, rising on the decision agenda? The specific objectives were: 1) to analyze indicators and potential significant events linked to the problem of violence against women from 2015 to 2017, employing the concept of Problem Stream ; 2) to identify executive preferences and priorities, exploring the Policy Stream; and 3) to investigate the role of individual and collective actors involved in Maria da Penha Patrol's path in Natal, Rio Grande do Norte, exploring the concepts of policy stream, policy window , policy entrepreneur, and policy communities to understand the inclusion of Maria da Penha Patrol in Natal, Rio Grande do Norte, on the decision agenda. Methodologically, this case study is based initially on documentary research on official Natal municipal websites and a literature review, as well as articles from Tribuna do Norte, G1, and other online news outlets. Semi-structured interviews with key stakeholders were used as research technique, and content analysis was used for analysis, with IRAMuTeQ software also being used to analyze the interviews and the 2017-2020 government plan. The results indicate that the PMP's rise to the decision-making agenda was made possible by the mobilization of a technical and political support network (policy community). The actions of engaged leaders, the clarity of the public problem, and the existence of a viable proposal favored the coupling , opening a decisive policy window y for its approval. The results also indicate that the proponent's actions are consistent with the role of policy entrepreneur.
