Comparative Study Based on the Multi-Year Plans (2024-2027) of the Northeastern Brazilian States

This research aims to assess the extent to which the states of Northeastern Brazil have advanced in utilizing the Multi-Year Plan as an effective planning instrument. To this end, the study conducts a comparative analysis of the plans in effect for the 2024-2027 period, considering aspects that go beyond budgetary and financial concerns, encompassing strict government planning. The research is grounded in an exploratory review of the theoretical framework on government planning. Methodologically, it employs document analysis based on government publications, the Multi-Year Planning laws (PPA), their annexes, and other relevant documents. It is expected that a more systematic analysis of the data will allow for clustering, enabling the identification of patterns and differences that characterize government planning at the level of federative entities, specifically the states of Northeastern Brazil.
