SUMMARY:

The climate emergency has led to an increase in risks and disasters across the planet, especially in urban areas, and even more so in cities in the Global South, such as Latin American cities in Brazil and Mexico. In this context, the search for solutions to address environmental problems and climate change has focused on cities as protagonists in proposals to promote sustainability and resilience (through climate mitigation and adaptation). Discussions in international forums and global environmental governance bodies have addressed these proposals under various concepts, such as “sustainable and resilient cities” adopted by the 2030 Agenda and the Sustainable Development Goals (SDGs), more specifically SDG 11, of the United Nations. Highlighting climate governance in this panorama, it is important to consider: how these proposals for cities develop and relate within urban-regional arrangements and with other levels of government, how they promote social participation and how their natural characteristics (biome, climate) can be decisive for ensuring climate governance. In this sense, this thesis aims to understand how climate governance relates to proposals related to “sustainable and resilient cities” in cities in Latin America with different urban-regional arrangements, similarities, differences and socioeconomic inequalities, natural and political characteristics. Based on a quali-quanti methodology, socio-environmental indicators will be explored (based on the methodological adaptation of the Index of Regional and Urban Development Index for Sustainable Cities - RUDISC), mapping of social actors and the perception of these actors on climate governance in three urban-regional arrangements in Brazil and Mexico: 1) municipalities of the Pianco-Piranhas-Acu Hydrographic Basin (Brazil); 2) municipalities of the Metropolitan Region of Natal (Brazil); and 3) municipalities in the Guadalajara Metropolitan Area, Jalisco (Mexico). The expected results should address the differences, similarities and differences between the three scenarios in the context of climate governance in two of the largest countries in Latin America. It is expected that the discussions will explore the results based on the similarities and differences in several aspects that can be decisive for a good structure and effectiveness of climate governance, discussing the diversity of legislation, urbanization processes, environmental and climate structures and public policies, as well as the differences between small, medium and large cities, of the same or different urban-regional arrangements, of different natural characteristics and of different levels of social participation.
