SUMMARY:

Socio-educational measures are applied to teenagers who commit an infraction, the most rigorous of which must be carried out indoors. When entering this system, these young people have peculiar characteristics, highlighting social inequalities and a lack of public policies. Both the Child and Adolescent Statute and SINASE's public policy determine that establishments with hospitalization programs must maintain support and monitoring initiatives for adolescents after complying with measures in a closed environment. However, significant structural problems in the socio-educational system, together with the lack of nationally coordinated actions, hampered and delayed the implementation of these programs in the states. However, according to the National data survey by SINASE - 2023, twenty states reported having the Support and Monitoring Program for Adolescents After Completion of a Socio-Educational Measure of Restriction and Deprivation of Liberty. Despite their efforts, there are several difficulties faced by these adolescents when returning to social life. Therefore, it is crucial to analyze the public policies offered to those who leave the socio-educational system. They will often be reintegrated into the cycle of vulnerabilities they were part of when they entered the system, now aggravated by stigmas and social prejudices associated with their condition as an executor. Thus, the present work aims to analyze the post-measure program, Horizontes Potiguares, in the state of Rio Grande do Norte. To understand the objectives of the post-measure program in Rio Grande do Norte, and identify the strategies and methodologies used to achieve the objectives that the program proposes. The research will predominantly have a qualitative approach, aiming to capture the phenomenon from the perspective of the technical team and managers responsible for implementing and executing the support and monitoring program for adolescents leaving Rio Grande do Norte, called Horizontes Potiguares.
