SUMMARY:

Since 1950, Brazil has undergone a rapid process of urbanization, unevenly and without infrastructure. With the new dimensions of cities, the outskirt grew, and major centers began to exert increasing influence on their surroundings. With this process, the metropolitan phenomenon also emerged. In the 1970s, Complementary Laws No. 14/1973 and No. 20/1974 established the first nine Brazilian metropolitan regions (RMs), with São Paulo (SP), Rio de Janeiro (RJ), and Belo Horizonte (MG) as their cores in the Southeast Region, Recife (PE), Fortaleza (CE), and Salvador (BA) in the Northeast Region, Curitiba (PR) and Porto Alegre (RS) in the South Region, and Belém (PA) in the North Region. With the redemocratization and promulgation of the Federal Constitution of 1988, the creation of RMs became the responsibility of Brazilian states. In this process, in the mid-1990s, several metropolitan regions emerged as an opportunity to access credit/financing lines that were specific to metropolitan regions. The Metropolitan Region of Natal (RMN) was established in 1997, bringing together municipalities bordering the city of Natal (metropolitan center). Over the years, new municipalities were incorporated, resulting in two levels of integration: institutional RMN and functional RMN. During this process, Natal grew and spilled over into neighboring municipalities, as is the case with the city of Extremoz. This research analyzes the metropolitan phenomenon in RMN, specifically the significant population growth of Extremoz/RN, which between 2010 and 2022 was the third largest in relative terms in the country. Given this context, the research's starting question is: How did Extremoz experience a population growth of over 150% between the censuses of 2010 and 2022? To do so, it analyzes the overflow of the municipality of Natal (hub of the Metropolitan Region), such as job availability and housing production. To answer this question, the following objective was formulated: to analyze the causes of Extremoz's population increase between the censuses of 2010 and 2022, understanding the urban dynamics of the municipality and the overflow from Natal to the northern metropolitan axis. The methodological approach of the research includes a systematic review of literature on the urbanization process worldwide and in Brazil, as well as the emergence of the metropolitan phenomenon. Data from different agencies will be used for the analyses that permeate the population growth in Extremoz, such as: PMCMV database, Receita Federal database on business establishments, RAIS database from the Ministério do Trabalho e, as well as spatial analyses through satellite images and IBGE census sectors.
