SUMMARY:

This study aims to analyze the political tensions and dilemmas arising from the implementation of public policies in Moita Redonda, with emphasis on mechanisms of community participation, parity, and social, economic, and cultural development, while considering the preservation of memory, cultural identity, and the symbolic values of handicrafts within the context of cultural tourism. The theoretical framework draws on contributions from studies on memory, identity, recognition policies, social justice, and the cultural economy through a multireferential approach (Ardoino, 1998; Barbosa, 1998). Methodologically, this is an applied, qualitative, descriptive study with an ethnographic orientation that adopts Constructivist Grounded Theory (Charmaz, 2009). The investigation was structured into five complementary data collection stages: theoretical and documentary foundations; immersion and participant observation; multidimensional dialogue (semi-structured interviews, oral narrative interviews, non-directive interviews, and a questionnaire); data analysis and processing using Grounded Theory; and the systematization and formulation of public policy proposals. The study involved 79 participants, comprising three community representatives, three municipal and state public managers, and 73 artisans from the community, representing 54 productive units in the locality. The study problematizes hegemonic models of development and proposes guidelines for public policies that articulate tourism and handicrafts without undermining their social, symbolic, and territorial meanings, thereby contributing to the strengthening of local dynamics. The findings support the thesis that local development through tourism in artisan communities becomes legitimate and sustainable when it moves beyond a market-driven logic, repositions artisans as epistemic subjects, and strengthens their participation in the formulation of cultural and tourism public policies through a Training Pathway grounded in social justice.
