This research aimed to analyze the festive triad in the city of Santa Cruz dos Milagres (PI) and the strategies of the political and ecclesial actions existing in the proposal to create a religious tourist destination. Santa Cruz dos Milagres is located in the state of Piauí, northeast region of Brazil and represents a religious center of popular Catholicism. To achieve this objective, the festivities were researched: invention of the Holy Cross, exaltation of the Holy Cross and meeting of the Saints, three important religious celebrations held in different periods. whose socio-religious dimensions constitute cultural, historical and economic foundations, potential to promote the city of Santa Cruz dos Milagres as a religious tourist destination. The qualitative approach was used to conduct the research, which involved bibliographic, documental and empirical research. The comprehensive method was used, using participant observation techniques, semi-structured interviews with representatives of the Church, public authorities and local community, in addition to applying a questionnaire with devotees and recording in a diary of Field. The analyses of the subjects ' statements were performed by means of descriptive and content analysis. These are three events, mainly by devotees that together with local residents and the endorsement of the Catholic Church, reupdate their sacred beliefs and rites that give legitimacy to the religious phenomenon. The results of the research point to the existence of political and ecclesial strategies aimed at the promotion of Santa Cruz dos Milagres, although these strategies are disjointed, act in different dimensions. The actions of the state are centered on the discourse of economic development, associated with tourism promotion. Above all, from the policy of regionalization of tourism undertaken from 2004, which disseminates the city as a religious tourist hub in Piauí. Meanwhile, the Catholic Church, also uses the discourse of religious tourism, to advance in its project of evangelization and legitimation in the sacred space of Santa Cruz dos Milagres, through the creation of symbols. As the construction of the new temple, which seeks to insert itself in this logic of modernization of the Catholic sanctuaries. The local community recognizes dependence on religious activity, since it stimulates local trade. Regarding the practices of devotees, permanences and changes were identified, through actions that incorporate new elements as sacred as tourism, capable of boosting tourism activity.

The present study aims to investigate the impacts of the use of technology in the hotel management processes of the hotel sector. In recent decades, the viability of new business opportunities has become evident in the field of people management, at the rate at which human capital is recognized as a source of competitive advantage, sustainable and difficult to imitate. Hotels, because they are part of the service sector, are deeply dependent on the behavior of their employees. It is therefore relevant to investigate people management practices applied in this context. This research, based on the assumption that the use of technology in people management processes (e-HR), could lead these companies to a superior competitive advantage. In methodological terms, the research has a qualitative, exploratory and descriptive approach. Initially, a sample of ten hotel developments was investigated in order to identify the insertion of technological applications into the following procedures: recruitment and selection, training and development, evaluation of performance and compensation and rewards of employees. To guide the study, interviews were conducted with the main area managers in each unit. Based on the NVivo Version 10 software, the data were categorized and the following results were obtained: most hotels have fragile people management, dependent on other areas and with processes considered traditional. Although there are technological impacts, e-HR is still at an early stage and far from more comprehensive strategic planning. In some activities, one perceives a greater technological effort, while others are vulnerable. The technology has mainly aided in administrative routines of recruitment, compensation, evaluations and trainings. However, a workforce prepared for change is not yet envisaged. Finally, it is concluded that, in order for hotels to evolve into a strategic e-HR field, it is not enough to change only on time, there is a need for broader transformations, involving values and cultural aspects of those that make part.

Socio-environmental conflicts are part of discussions in the context of protected natural áreas, related mainly to human actions causing effects on natural resources or even on social issues linked to the exclusion of residents of the áreas, the democratic participation of the communities not in the decision-making process of the ANP's management and also the impacts related to the context in which these areas are located as urban violence Considers that these aspects tend to influence governance performance, as well as in the development of public activities of these ANP's. Thus, it is understood that the ANP's managers Advice should get democratic and integrative governance seeking to reach the effectiveness of governance to minimize these impacts. The object of the present research consists of two state parks, the Utinga/PA and the Dunes of Natal/RN, since both belong to the category of national parks, which encourage visitation and eco-tourism, In addition, are within urban and Tourist Poles are representative regarding the number of annual visitation. It should be noted that in both have suffered from the presence of urban violence and are inserted in cities that have high rate of violence and are among the 10 most violent capital of Brazil according to the Atlas of Violence 2018. In this way, the overall objective of this research is to analyze how the perception of the fear of violence has influenced on visitation and governance the Managing Council of the Utinga/PA State Park and State Park dunes of Natal/RN for the development of leisure activities and tourism. Thus, for construction of the bibliographic surveys were conducted research and theoretical and methodological discussion document on the subject. The character is descriptive and exploratory research, and qualitative approach was used, mainly based on content analysis technique. the Governance Analytics matrix Nakamura (2015), therefore, the Governance Analytics matrix Nóbrega (2015), therefore, the survey obtained the following results, it was possible to identify that occurs or has occurred episodes of violence crime and order environment in parks, that in the public sector are developed several leisure activities and recreation for visitors, highlighting the case of Utinga Park where offer activities related to ecotourism for visitors and communities, In addition, identified that the governance of both Counsels Managers have elements that demonstrate in your operation, but legalities, present some aspects of weaknesses, however, work to achieve balance and good performance of the instance. Furthermore, it was possible to get an understanding that the perception of fear of violence influences the process of visiting areas of public use, in the sense that, According to the semi-structured interviews there is a change in the behavior of visitors linked the presence of fear/fear of victims episodes of violence to get out of the House to visit the Park. However, the CG's parks, the Utinga/PA and dunes of Natal/RN need to incorporate discussions on aspects of the development of public activities as eco-tourism and leisure. The present study aims to analyze the accessibility to information on e-commerce in commercial aviation from the W3C perspective. The approach methodology is quantitative, descriptive and exploratory. The empirical field consists of secondary and primary data, based on documentary (sample) research, focusing on standards and guidelines for accessibility to information in the airline industry. As for e-commerce websites, one hundred and thirteen airlines were delimited, with sixty-one companies participating in global alliances: Star Alliance, One World and Sky Team. The metrics were analyzed through Access Monitor, which is based on the WCAG 2.0 - World Wide Web Consortium International [W3C]. Compliance requirements are found at priority levels A (basic level), AA (medium level) and AAA (high level) in individual webpages, and in some cases, in webpage sets. Afterwards, the clusters analysis used the quantitative method of hierarchical classification based on the Euclidean Distance - shorter distance, which aims to group the cases by similarities and dissimilarities, seeking homogeneity. The methodology used was spatial temporal, with transversal cut. The retrospective phase of the study in the Brazilian context occurred between 2015 and 2016. The prospective phase covered seventy-one countries in five continents, and occurred between January and June 2018, and between December 2018 and February 2019. As a result, one hundred and two airlines failed the W3C Consortium accessibility standards. Only Asiana Airlines, a Star Alliance member, and Azores Airlines, outside global alliances, passed. Clusters’ analysis concluded different degrees of inaccessibility in the air sector, configured with scarce points of positive convergence for the consumer. Among the analyzable error patterns, some dispersions appear to be larger. On the other hand, another pattern of homogeneous and simultaneous error was revealed, increasing the degree of inaccessibility to the AAA level.This attributed to the variance of these errors and other unanalyzable typologies aggravates the degree of inaccessibility, nullifying the positive aspects of the announced convergence. The error pattern shows that the homogeneity at the micro level of the alliances occurs at the AAA level, and that the companies are also interconnected by the inverse process of dispersion against the significant variance of these errors at level A, thus, forming the heterogeneity of the groups. The practical implications of this work reflect in the right to choose between tariff possibilities, e-ticket purchase and web check-in and check-in. Thus, it is verified that as the accessibility to information is limited, the right of choice of the consumer is also limited.

Brands are symbolic representations that provide a unique identification for products and services. This intangible asset is increasingly inserted in the process of relationship of companies, tourist destinations and organizations in general. In this context, the event market has also appropriated this strategy, since many destinations use events to enhance their historical and cultural identities. Therefore, the objective of the research is to analyze through the place attachment model the process of constructing the brand identity of the feast of Sant'Ana in Caicó, Rio Grande do Norte, Brazil. The Municipality is located in the Seridó region, in the state of Rio Grande do Norte. The party has been going On for 270 years and this highlights a strong local religious representation. In This scenario, it was pertinent to understand how stakeholders develop the planning and organization of the event. The Feast of Sant'Ana is considered intangible cultural heritage, according To the Institute of National Historical and Artistic Heritage (IPHAN). This is a descriptive and exploratory study of quali-quantitative approach. In The qualitative part, interviews were conducted in depth with the stakeholders involved in the organizational process of the event. In The quantitative study, questionnaires were applied to the party's visitors, seeking to understand the elements involved in the relationship between the destination and the visitors. To Guide The development of the collection instruments, the theoretical model of place attchment was used, which assisted the whole construction of this work. The results found show the elements that characterize the religious mark of the Feast of Sant'Ana. The characteristics presented are linked to the place attachment, revealing that the relationship of attachment and brand of the party is linked to historical and cultural factors that represent the municipality of Caicó. That is, it is perceived that faith and devotion to "Lady" Sant'Ana express the identity of the municipality of Caicó and this has become a strong feature for the place. The visitor's high bond with the feast is also Observed. It is Concluded that the faith and bond of attachment to the place are the most significant variables in the process of constructing the religious brand of the feast of Sant'Ana. Building and strengthening these brand variables will signal a relevant strategic positioning for the locality.

With the proposal to leverage the tourism activity through the application of Information and Communication Technology (ICT), the advent of smart technologies corroborate with the development of the concept of Smart Tourism Destination (STD). In this context, this study analyzed aspects of the Natal tourist destination (Rio Grande do Norte) as a Smart Tourist Destination. To reach the objective of the research was used the Spanish model of the Valencian Community, INVAT.TUR, which presents indicators such as Governance, Sustainability, Connectivity, Sensorization, Information and Innovation system. The INVAT.TUR model was used to guide the research and it was adaptinged to the reality of the destination. Regarding the means of research, it was conducted interviews with 10 (ten) public and private managers, related to the tourist activity of Natal through a semi-structured script. The research is of a descriptive and exploratory nature using a qualitative approach through the technique of content analysis. To assist in data analysis, the NVIVO Software was used (version 12.0). According to the data analyzed in the survey, in the vision of the INVAT.TUR, Natal is in embryonic stage as a Smart Tourist Destination. In the view of the interviewed managers, despite the great tourist potential, the absence of strategies and actions delays the advancement of the destination. From the research, it was concluded that Natal is not yet an Smart Tourism Destinations and strategies are needed to boost the development of the destination through participatory planning of the actors of the tourism production chain.

Having supported the socialcultural context that reveals the regional gastronomic patrimony as the translator of identity and symbol of its people, the present research had as general objective of the study, to analyze from three gastronomic preparations identity of the region of Seridó, memory, identity and the patrimonial safeguard of the place as an inductive action of the local tourism. In this attempt, the historical, affective and gustatory memories of the region were visited and revisited, at which point, specifically, it was sought: to identify if in the Seridó region there was strong identity if this gastronomic heritage of the Seridó region has been inducing local tourism, and to verify if this intangible gastronomic good is being safeguarded by some protective instrument or action. For that, the qualitative approach was used, being a study of the case in loco in the ambit of the city of Caicó, as a representation of the region for being considered as geosymbol identity of the food of Seridó, from the state of Rio Grande do Norte. The research was exploratory and descriptive, with the accomplishment of bibliographic research. As a data collection instrument, a standardized interview script was used contemplating nine open questions as the use of three dimensions of analyzes: identity, patrimonial protection and gastronomic tourism incentive. As a problem issue of the study, it has been elaborated: how memory, identity and patrimonial protection of Seridó have been dialoguing in the construction and strengthening of local tourism? As main results of the research, it is highlighted that although it has been revealed, Seridó is legitimized by its knowledges and flavors, there is a contradictory relation, a tendency to the fragmentation of identity, that has been threatening the region in its personifying heart. In these terms, it was observed in the case of the dry sweet, that had almost disappeared from the region, an indicative of the local problematic. The study also observed how the dialogue between tourism and the gastronomy of Seridó shows that although there is potential in the area of observation, in which there are diverse natural and cultural beauties and a strong and differentiated gastronomy, it is an activity based on this still incipient and deficient dialogue. In addition, in this place was found a protective, legal and institutional gap of its patrimony causing this state of danger of patrimonial loss and identity. In the end, it can be concluded that there is a lack of satisfactory planning in the use of the actions carried out based on the endogenous development, teaching the unknowns the importance of their food as an identifying element of societies and a lack of use of mechanisms available for promotion and protection activities. Observing, this way, a space and opportunities to obtain regional development wrapped in sustainability of the tourist activity in symbiosis with the gastronomic.

The present study aims to analyze the touristic practices present in the project Geoparque Seridó, which contribute to the development of the localities where it is developed. In recent decades, there have been spaces aimed at the protection of natural resources, with special attention to the physical environment (geodiversity), along with the touristic practice, as is the case of the Geoparks. These are mechanisms for managing a territory, through the conservation of geological heritage, education and tourism, which is linked to the development of the community inserted in the territory. The project is composed of six municipalities located inside the state of Rio Grande do Norte, being Cerro Corá, Lagoa Nova, Currais Novos, Acari, Carnaúba dos Dantas and Parelhas, both possessing great diversity in the natural and cultural aspects. In methodological terms, this is a descriptive-exploratory study with a qualitative approach Interviews were conducted with members of Arouca Geopark and Geopark Naturtejo, both in Portugal with the analysis of the sites of these respective geoparks, in order to perform a comparative of the project Geoparque Seridó with two geoparks models, mentioned above, especially with regard to tourist practices. Finally, the minutes of the Geoparque Seridó work group, created by the state Government of Rio Grande do Norte, were analyzed. In relation to the results of the research, it was possible to identify several segments present and developed in the territory of the project Geoparque Seridó, based on sustainable tourism, triggering to two major segments: Nature Tourism and Cultural tourism In the first, there are activities related to ecotourism, geotourism, adventure tourism and rural tourism. In the second: pedagogical tourism, gastronomic tourism, event tourism, religious tourism and archaeological tourism. These do not deplete the possibility of new niches and/or segments in the area studied. The contribution to the development of the locality through the generation of employment and diversification of income, incentive to the production of handicrafts, as well as the production of gastronomic souvenir, in addition to education and environmental awareness through Project actions. In addition, comparing the practices and touristic segments of the two Portuguese geoparks with the project Geoparque Seridó, the differences found were: health tourism, occurred only in the Naturtejo Geopark and the archaeological tourism that happens in the project Geopark Seridó. This denotes the potentiality of the latter when compared with the two model Geoparks. The discourse of public managers regarding the project in question is positive. Participation and communication between public and private managers and the local community were perceptible, making it a contact and exchange of beneficial experiences for the realization of tourism in this territory.

Tourism has been gaining in size in recent years due to globalization, new information and communication technologies (ICTs) and social media. In this context, travel blogs act as a tool to generate changes in the behavior and decision making of tourists, who increasingly seek to acquire quality tourist products and services in a way that can meet their needs and expectations. Blogs act as opinion makers about tourism products and services, that is, they influence the choice of the tourist destination and consequently, it assists in the success of the locality. The general objective of the study was to understand the perception of tourists and bloggers in relation to the influence of travel blogs in the choice and decision to purchase Natal destination, in Rio Grande do Norte, thus allowing a discussion and reflection on the importance and functionality of blogs for the development of tourism from the model of Consumer Behavior for Purchases (Blackwell et al, 2009). The methodology used in the study was exploratory with a qualitative approach, supported by the interpretative stance; the technique used to analyze the data was the content analysis, triangulation of the answers of the interviewed sources (tourists and bloggers) and the qualitative software Nvivo 12 to represent the results. The results showed that in fact travel blogs are used to help the choice and decision of the tourists, these are influenced and are based especially on the content exposed by the blogger about the destination, such as: images, tips, reports, etc., and the comments of other users who have already made the trip, thus, the experience of these serve as a north for the planning and decision of other people who still do not know the destination. It was found that the influence of travel blogs is directly linked to the reports of tourists who have already experienced the trip and the tips of bloggers, which are the main and strongest aspects for decision making. Finally, it is concluded that travel blogs influence the choice of tourists and act as marketing for the destination, and it is necessary to make better use of public and private institutions.

In current's world, the tourism phenomenon operates on the capitalist reproduction system, associated with the acceleration of international investments that concentrates, at the same time, a circulation of goods and services, people, information and capital. Given this, a territorial obedience to the relations of interest encompassed by exogenous projections. Therefore, this research aims to study the tourism process in the territory of the Bazaruto Archipelago in Mozambique, considering the role of tourism and the need to improve the living conditions of the local community, especially regarding the materialities of tourism public policies in territorial development. This research is based on a qualitative approach using the researcher's direct and interactive contact with the research subjects. A bibliographical analysis encompasses a debate on the expansion of tourism that indicates the effects of capital production. It also relies on authors such as Sen (2010) and Max-neef (1998), who conceive of development based on the valorisation of people and social groups through the expansion of human individual and collective capacities. The results show that tourism as a socio-spatial phenomenon under an international market allows the appropriation of territory by large corporations. Because of this, not all territories develop equally, since they have priority and as particularities of each territory are primordial, the logo is surrounded by the distinct socioeconomic frameworks of the place, being considered as technical power relations and public policies. How companies manifest themselves in a hegemonic way, besides having a technical base qualified as intentionality’s activated for capital accumulation, leading to the aggravation of socio-spatial segregation and through the rule by increasing the vulnerability of the native population.

The Brazilian Northeast has until recently had an image associated with poverty, misery and drought, and, consequently, of negativity. In the last decades, imagery and reports have been developed with the purpose of promoting the Northeast as a more dynamic and modern region, endowed with natural amenities - environmental conditions sufficiently attractive to an economic diversity, including the development of the tourist market. This research study proposes that tourism has contributed to give a new meaning to the image of the Northeast region, from a mostly negative to a more positive interpretation. Therefore, this research study aims to analyze the participation of tourism in the re - signification of the image of the Brazilian Northeast. In order to fulfill this objective, a qualitative methodology was chosen as the basis for this research, which sought to explain (and not only to punctuate) the data obtained, both in bibliographical and documentary research, as in field research. Theoretical readings and data analyzes were guided by the dialectical method. The research was divided in two stages: the one of the interviews to the public and private sectors, added to the tourists, and another one of documentary research, which was focused on the review of printed press of national circulation that had, for decades, presented images about Brazil for its own citizens - Veja magazine, and also the review of textbooks used in Brazilian high schools from 1960 to 2010, to better understand the conditions on the Northeast before and after the tourist boom. For both stages of research, the content analysis was adopted as the analysis technique for recorded speeches and conducted review. The data obtained allowed us to understand that tourism was a co-producer, added to the economic growth of other sectors and the infrastructure of the main Northeastern cities, of this new image of the Northeast; an activity that by its nature must compose and commercialize positive images while structuring spaces and, with that, contribute to transpose the depreciated image of the region.

The World Heritage patrimony implies, among other aspects, the indication of the formation of governance bodies and more democratic strategies for its public management, in general, and for public policies of its specific tourist use. Thus, this work has the general objective to analyze the influences of the World Heritage patrimony of Unesco that Brasília has in the process of elaboration of public policies by the instance of governance of tourism of the Brazilian Federal District. The specific objectives of the research were: a) to understand the structure and processes of reactivation of the Federal District's tourism governance body, intensifying its spaces and institutional agents; b) to analyze the principles and the strategies of action of the instance of governance of tourism of the Federal District; c) to verify the role of the World Heritage patrimony of Unesco in the elaboration of public policies for the development of the tourism in Brasilia; and d) to understand the functions of Condetur-DF in the public management of the tourist use of the cultural heritage of Brasília, considering the observance of the political guidelines for the use of World Heritage tourism, the elective process of the members, the balance of representativeness, the dissemination and access to information, the partnerships established for policies on the use of tourism in cultural heritage and the continuity of public policies. The research has a qualitative approach and was developed from a Condetur-DF case study, based on integral readings and content analysis of the minutes that record all the meetings of this Council from 2010 to 2016. With the research, it is it is possible to observe the absence of a strategic vision that considers Brasilia's participation in a trans-national institutional network that would allow the capture and optimization of technical and financial resources for the elaboration of broader and more comprehensive tourism development policies, based on cultural assets patrimonialized and instituted by Unesco. Therefore, despite the paradigm of the use of cultural heritage tourism, especially the one with the transnational seal of Unesco, the title of world heritage that Brasília has is underutilized in the process of elaborating public policies for tourism.

Development in the human perspective takes into account the network of belonging in which the individual is inserted, formed by different instruments or objects, that depend on each other to reach their own reason for being. It should be embedded in the social improvements and freedoms enjoyed by society as a whole, reflecting the quality of life of individuals and their well-being. This study searches for new paradigms centered on the concept of local development that complements the notion of the collective self. In order to do so, it feeds on local reality, participation, cooperation of the subjects, public and private institutions, the implementation of public policies, as well as economic and environmental factors. In Community Tourism, the community development process works in a cooperative and shared manner. The Rapid Participatory Diagnosis allows to point out the potentialities and vulnerabilities presented by communities that carry out community-based tourism activities. The present work has as center the analysis of the community tourism practiced in the Tucum Network with the use of DRP. Despite the conflicts and difficulties encountered in the community, tourists and researchers are attracted to Prainha do Canto Verde and Batoque for the history of struggle and resistance to real estate speculation that has been taking place for more than thirty years. This work therefore defends the importance of solidarity and solidarity economy in tourism and does not seek to counteract existing practices, but is concerned with revealing its limitations and showing that there are alternatives.

As a social phenomenon that affects both the way of life of visitors as well as locals, the tourism activity has been taken by political actions and discourses as means of development for a certain community or nation. Traditional folk festivals of remote origins, still very lively as a cultural practice, are part of the events calendar of many localities in Brazil and in other parts of the world, most of them taking place in rural areas based on an agriculture and cattle farming activities. Thus, considering “The Orange Festival, The National Tangerine Harvest Festival” (Festa da Laranja, Festival Nacional da Tangerina), a case study in the small locality of Matinhas, in the state of Paraíba, this research focuses on comprehending how folk festivals supported by projects announcing economical and sociocultural sustainability incorporate tourism discourse. Therefore, its central aim is to analyse the “festival-tourism” impacts for the local development. In terms of methodology, this research draws on qualitative parameters by means of in-deph interviews, participant observation and field study narratives, in which the oral and written text-context of those interviewed is the referenceguiding the questions understanding. As a result, it showed that in “The Orange Festival”, in Matinhas, the connection “festival-tourism” is more present, not in the touristic activity itself, but in terms of the efectiveness of public policies, which leads Matinhas to feature on the “national tourism map” as well as to gain access to financial resources from the Ministry of Tourism earned by the local government to sponsor the Orange Festival and other festivities. In a collateral or transversal perspective, this connection moved the socio-economic and cultural structures of the locality, giving it visibility, turning it less isolated and stimulating the self-esteem and the belonging feeling among the inhabitants, what led Matinhas to achieve access to other touristic business spots as the “Fórum Turístico do Brejo Paraibano”. Eventually, this case study brought us to reflect about what the tourism activity is and the role of tourism public policies in Brazil, considering the micro realities of the called rural areas. Observing that popular festivities are a relevant locus to think about the local development, the tourism activity also proved to be a phenomenon which is present, either in the discourse or in effective actions in places that require a proper investigation, since research data deal with mega-events, mega-projects or “mega-realities”.

The rural environment in Brazil, particularly in the Northeast, has presented in the last years changes that are related to the provision of services, housing, leisure and tourism. It can be seen that the more cities present problems of various kinds, such as violence, heavy traffic, poor quality of life, the rural environment is projected as a tranquil place: the escape from urban chaos. The inhabitants of the cities come to perceive the rural environment as a place of leisure, rest and encounter with nature. It is in this context that activities of second home, tourism and leisure begin to appropriate the rural environment as a product, creating new spaces, structures, mobility to attract this demand. New patterns of displacement for the rural determine new conceptions for the function of the second home and the search for leisure in rural areas. The rural is refunctionalized, urbanized, modernized, resignificance, emerging as an important leisure area. The arrival of new social groups causes spatial processes characterized by sociospatial transformation from leisure activities, tourism and second home. Thus, the research sought to analyze how the expansion of leisure and tourism activities has triggered socio-spatial transformations in the rural Gravatá-PE. Based on a qualitative approach, through the collection of data in the registry and government agencies, the statistical and cartographic treatment, using resources such as demography and housing, the study identifies the spatial processes resulting from the expansion of tourism and second residence and analyzes the process of resignification in the rural Gravatá-PE.

Maragogi / AL, is a coastal municipality, located in the extreme north of the state of Alagoas, equidistant 125 km from two northeastern capitals, Maceió and Recife. Currently presents itself as the second tourist receiving pole of the state. In order to understand tourism dynamics in its entirety, it was necessary to consider the historically constructed endogenous factors that singularize the way tourism develops in its place, such as the secular exploitation of sugarcane. From this perspective, this study aimed to: analyze the process of social participation in the development of tourism in Maragogi / AL, considering the territorial dimension. Specific objectives: a) To problematize historically the process of socio-spatial formation of the northeastern sugarcane zone, highlighting the Zona da Mata Alagoana, particularly the municipality of Maragogi; b) Discuss the socioeconomic implications of public tourism policies in the municipality of Maragogi / AL; c) To investigate the level of social participation of the population in the dynamics of local tourism; and d) Build a reflective framework for social participation in tourism in Maragogi: education for democracy. The research was guided by participatory action research, a method of study and action that seeks to obtain reliable and useful results to improve collective situations, basing the research on the participation of the collectives themselves to investigate. The results show that the inequality present in the Brazilian socioeconomic and political dynamics, although not strictly correlated with tourism activity, has been accentuated through the establishment of development models that question participation, with decentralization of decision-making power, but not deconcentration, that is, the redistribution of income so discursed in the form of social welfare, perpetuating inequalities founded by the sugarcane culture. For the group that played the role of the DRP, tourism and its particularities were a secondary factor in the list of priorities, because, according to them, there is already sufficient funds and actions directed towards the development of tourism in the municipality, and it is now necessary to apply the economic benefits. resulting from the activity in the social and environmental aspects of the city, seeking to see the place in its territorial complexity aiming at reducing inequalities. Also, there was a detachment of young people in Maragogi from political issues that directly affect the population, lacking an educational stimulus for democracy. In search of a disruption of reality, of a demystification, this research proposed to take a contradictory position to the reality posed, demystifying the idea of tourism as a “salvation from farming”, while in reality it is realized as an exploratory practice of places, when it moves its citizens away from the center of the process, either in decision-making or as enjoying the benefits arising from the activity. Considering a totalizing perspective, from a complex and inseparable look between research, teaching and extension, the study allowed, as research, the understanding of the context of socio-spatial formation of the maragogiense population, as well as the context of the application of public tourism policies in the municipality; As an extension, it invited this population to assume their place of speech within the process of touristification of their place; and as a teaching, it took the participatory/active methodologies for the pedagogical practice with the young people of the place, initiating a stimulus to the awareness, of building critical reflection about themselves and about the role that it aims to assume before Maragogi's history.

Resource and attraction are concepts used constantly in the field of tourism knowledge and applied in studies on tourism potential. Although the nature and origin of these concepts have distinct roots and meanings, as observed, they are treated indiscriminately as synonyms. Tourism resource, in the essence of the term and the logic of tourism planning, is the basis of potential, which may or may not be turned into attractive, which represents something modified and already qualified for access and use. Few academic studies are concerned with the distinction and proper application of the term, and this conceptual indiscrimination has important implications for studies of tourism potential, both in the field of scientific knowledge and in its field of application in proposing solutions for destination management and competitiveness. Therefore, this thesis aims to contribute to the conceptual demarcation of tourism potential in a more precise and discriminated way, by proposing a methodology for assessing destination tourism potential, based on its endogenous resources. For the development of the thesis, it was based on the foundations and guidelines of qualitative methodologies, using various techniques of survey and data analysis, such as bibliographic research for the delimitation of the terms potential and tourism resource, Focus Group for the purification of terms and composition of the first conceptual outline of the methodology, Delphi technique with specialists for the conceptual delimitation of the term and refinement of the proposed tourist potential assessment structure. The discussion showed that there are different and divergent interpretations of the meaning of tourism potential and that the indiscriminate application of the term, which is extensive to the concept of appeal and appeal, results in different and complex assessment methodologies, thus making it impossible to compare their results. The in-depth analysis of the content of the main methodologies found and their different applications allowed us to categorize the use of potential as a synonym of attraction, supply and market, but almost never as a narrow meaning of potential in the essence of the term. This revelation also made it possible to understand that indiscriminate use - both theoretical and practical - has led to important distortions in its application and that potential assessment has been seriously compromised by this conceptual neglect. For the studies of destination competitiveness, the implications are even more acute, since they do not allow comparison of results and do not present isonomy of indicators, much less of objective form of calculation. The proposition of the conceptual structure that can serve for the evaluation of tourism potential defended in this thesis was validated by its application in two different places in Rio Grande do Norte and proved to be suitable for use in identifying intrinsic value of endogenous tourism resources of one place. Its results support the decision making of managers regarding the future development of the destination, directing public investment to transform this potential into a concrete attraction.

Tourism is a multifaceted sector based on knowledge and cooperation, mainly, because its complexity conditions. Knowledge management (KM) and interorganizational networks (IN) can facilitate the following KM process: acquisition, use, sharing, learning and cooperation between Public Tourism Organizations (PTO’s). Based on that, this proposal aim is to develop a theoretical framework which involves KM and IN related to PTO’s. It’s a qualitative and exploratory research which study a newly fact: KM and IN in PTO’s. It has adopted an interpretative approach because it has the will to a deep comprehension about the studies subjects. The interviewees were chosen based on the proximity to the research problem. In total, it has been elected 17 (seventeen) interviewees from a non-probabilistic and intentional sample and snowball sampling procedure was applied whereby the first participants were asked to suggest other people who might be worth contacting to plan an interview. The data collection was obtained from bibliography research to find research gaps, through search conducted from 2016 to 2018 using The Brazilian Journal Portal to select the papers, while primary search was collected through semi structure interview guide. Among the techniques utilized in order to treat and analyze data are triangulation, documentary and content analysis. It has been used a qualitative software, entitle NVivo to facilitate data organization, word frequency and word cloud. The results found that most of the interviewees are experts with more than 30 years of experience with large know how in tourism planning and working on management and leadership areas. It has been found that PTO’s do not adopt KM as a systematic activity, in fact it has been identified some KM isolated actions. In the case of knowledge acquisition, it has been observed that PTO’s collect information from the main partner always when is required. It has been verified that knowledge sharing process of information occurs from partnership between stakeholders, through organization’s meeting. In addition, the interviewees have mentioned that social media (Facebook, Instagram and WhatsApp) is been used as a facilitator of sharing information, as much internal than external. However, it has been observed that through direct observation the medias are truly working as publicize media. So, they make public everything they are doing at PTO’s. It has been identified that PTO’s are not learning organization, but from the interviewees point of view it has been identified some attitudes in order to enhance the organization performance. In the case of KM evaluation, it has been identified that there is an effort to review old practice. For instance, one of PTO’s has been conducted an organization study to review the organization structure. As a general result, it has been proposed a theoretical framework which includes these main categories: acquisition, use, sharing, learning, evaluation, disposal and partnership.
