SUMMARY:

This dissertation analyzes the concept of Culture of Peace in the context of Brazilian educational policies, starting from the premise that it is a contested discursive and ideological field. The objective is to identify the tensions inherent to the term and propose a new framework to resignify it in light of a social justice perspective. To this end, the methodology articulates a narrative review of academic literature (2000 2024) with a digital ethnography of legislative discourse in Brazil. The analysis, of an essayistic nature, is grounded in Critical Theory, specifically mobilizing Nancy Fraser's theory of justice and its dimensions of redistribution, recognition, and representation, in dialogue with the categories of public sphere and symbolic violence. The results reveal that the Culture of Peace oscillates between a securitarian and controlling approach and an emancipatory perspective. The application of Fraser’s framework demonstrates that the former approach proves insufficient as it fails to address the structural injustices generating violence. It is concluded that a Culture of Peace policy becomes effective only when it transcends the search for a merely negative peace (absence of conflict) and commits to a positive peace, understood as the active and ceaseless construction of social justice in its three dimensions.
