SUMMARY:

The historical and political entanglements that make up the trajectory of Human Rights
Education (HRE) in Brazil do not arise from its institutionalization led by the National Plan
for Human Rights Education (PNEDH). Rather, they emerge as a praxis honed in contexts of
resistance to authoritarian structures. This path has its initial landmark in the post-World War
II era, when Latin America spearheaded the inclusion of Human Rights (HR) in international
documents. Passing through the oppressive forces of the Military Dictatorship, it finds
justification for social mobilization until it becomes a state public policy, converging with the
promotion of HR and democracy. In light of these historical conflicts, this research, based on
the philosophical thought of Norberto Bobbio, seeks to understand how Education constitutes
itself as social resistance in the political trajectory of the National Plan for Human Rights
Education (2003-2023). With this concern, the primary objective of this study is to reflect on
the constitution of Education as political and social resistance in the trajectory of the National
Plan for Human Rights Education. To address this concern and achieve the proposed
objectives, the methodological approach employed a qualitative approach, beginning with a
state-of-the-art review of the National Plan for Education in Human Rights (PNEDH),
followed by bibliographic and documentary research. It was based, in particular, on authors
such as Norberto Bobbio (1986; 2004) in philosophy and Human Rights; Marcos Napolitano
(2014) on the Military Dictatorship; Maria da Glória Gohn (1995; 2001; 2006) on social
movements; Maria Zenaide (1999; 2016; 2018; 2019; 2025) on Human Rights Education; and
Paulo Freire (2021) on educational praxis. The results reveal that Human Rights Education
consolidated itself as social resistance during the dictatorial period, continuing its process in
confronting the tensions surrounding the PNEDH. It is concluded that the problem
surrounding the pursuit of the effective implementation of human rights does not lie in the
absence of public policies, but in the urgency of problematizing them based on historical
memories that support the defense of democracy and human rights, as well as social
reflections on the power structures that permeate anti-democracy.
