In Brazil, state participation in the economy has always been much debated, especially in the 1940s and 1950s, when this debate was behind a larger discussion about national development. Some currents of economic thought stood out, like the liberal and developmentalist. The economists of the first current defended the market freedom, while the nationalistic developmentalists defended the extension of the intervention of the State in the economy through policies aimed at industrialization and a wide planning. As an economist of the nationalistic development trend, Celso Furtado considered indispensable a broad state participation to promote the development of the country. From the foregoing, our general objective is to apprehend Celso Furtado's understanding of State and public policies. In this sense, the problem that guides the research concerns the following question: how does the conception of the State in Furtado interfere in its understanding of public policies? The hypothesis presented, considered as a general guideline for research, is that the conception of state adopted by the author directs his understanding of public policies, mainly, for economic policies and not for social policies. The methodological proposal is based initially on bibliographical research, based on books and periodicals. Among the conceptions of state, we follow, as the guiding thread, the thinking of Poulantzas (1978, 2015), O'Connor (1977), Offe (1984), among other authors. In order to capture Furtado's thinking on the subject, we will make use of his intellectual production, as well as of several authors who reflected on his work. Seeking a distancing from the so-called spontaneous interpretations, the study will focus, among other things, content analysis, since it will seek to reveal implicit aspects of the messages.
