EVALUATION OF THE BASIC EDUCATION DEVELOPMENT INDEX (Ideb): a study in municipalities in the State of Rio Grande do Norte (2011-2015)

This thesis addresses the evaluation of the Basic Education Development Index results (Ideb) in the State of Rio Grande do Norte. So, two municipalities that present the higher and lower results, based on arithmetic mean over the past three public schools indexes in middle school of the basic education, respectively, Santana do Seridó and São José do Campestre. In its formal aspect, the Ideb was created as an indicator to measure the education quality in Brazilian public schools, to reach the designed goals, such as governmental control and regulation of the Brazilian State reforms for education. Thereby, this study aimed to answer the question: what do the results of Ideb explain in the State of Rio Grande do Norte? The main objective of this research is to understand the results of Ideb in Elementary Education in the State of Rio Grande do Norte, from 2011 to 2015, also, to present the main elements. We used the following methodological tools: creation of Ideb evaluation indicators, literature review, documentary research, secondary data collection and field research with visits to the observed municipalities as well as interviews with groups of students and parents, semi-structured interviews with teachers, pedagogical coordinators, principals, and the subcoordination for the educational evaluation of the State Secretariat for Education (SEEC). This study was developed by a process of evaluation, based on multiple case study, with a qualitative approach.
