The purpose of this Dissertation is to analyze the functioning mechanisms of coalition presidentialism, in such a way that it is possible to determine how democracy and governability are affected by this specific institutional design. Coalition presidentialism must be analyzed with a view to promoting instability or stability in the decision-making process or in the implementation of the political agenda. The discussion around the research on coalition presidentialism and the main arguments concerning this issue is confronted with the social and economic progress made after the promulgation of the Constitution of 1988. These relevant social and economic advances are a result of the social contract of redemocratization, whose initial terms were established by the Constitution of 1988 and increased, with greater or less emphasis, since then, by governments together with social, political and economic institutions. The advances achieved in the context of coalition presidentialism did not occur without ideological, legal and political barriers having to be overcome. Among these obstacles stand out patrimonialist practices, with a long tradition in Brazil. Patrimonialism, as conceived by Raymundo Faoro, is a concept that maintains its operative force in the planes of existence, validity and effectiveness and, therefore, can be contemporaneously confronted with the potential for governance that manifests itself in coalition presidentialism. From this it follows that political and economic institutions can be analyzed from the perspective of patrimonialism as a starting point for determining the degree of inclusion or extractivism that these same institutions are capable of promoting. The fight against patrimonialism is what constitutes the possibility of promoting inclusion, a condition that defines institutions capable of inducing social and economic development and, especially in the case of Brazil, promote the overcoming of the deficit of citizenship that, among other attributes, defines the country. The reflection developed in the research adopts the perspective of the institutional design of coalition presidentialism, notably the decision-making process and not only that of its formal and legal framework. The social contract of redemocratization is treated as a decisive element to evaluate the effectiveness of coalition presidentialism in Brazil regarding the development of inclusive political and economic institutions. The governance model is instrumented to analyze how the Executive, the Legislative and the parties are constituted as decisive political actors in the process of forming the coalition and exerting influence in the political arena. It can be concluded that coalition presidentialism does not degrade democracy and does not contribute to the depredation of citizenship by public and private actors. Coalition presidentialism promotes the sharing of power between the Executive, the Legislative, other political bodies and organized civil society, admits the mediating role of the Judiciary, makes possible mechanisms to avoid the discretion of the Executive and generates conditions for the increase of the contract social of redemocratization and for the improvement of inclusive political and economic institutions.
