SUMMARY:

The portable tracking unit (PTU), associated with the electronic monitoring of perpetrators of domestic violence, has become part of the contemporary repertoire of surveillance technologies mobilized by the Brazilian State in confronting violence against women perpetrated by intimate partners. Faced with this phenomenon, the present thesis investigates how the implementation of the PTU within the 1st Court of Domestic and Family Violence against Women of the District of Natal, Rio Grande do Norte, between 2020 and 2023, was structured as a preventive technology articulated with the urgent protective measures established under the Maria da Penha Law. The general objective is to analyze the normative, institutional, and operational conditions that sustained the implementation of this policy in the State of Rio Grande do Norte, considering the ambivalences arising from the relationship between protection, surveillance, state power, and violence perpetrated by intimate partners. To this end, the research identifies decision-making flows, judicial criteria for application, risk factors, and institutional rationalities present in the examined documents. A qualitative, documentary, exploratory, descriptive, and analytical approach was adopted, based on an empirical corpus composed of 12 judicial proceedings identified in the Electronic Judicial Process system, of which 8 included National Risk Assessment Forms (FONAR), in addition to institutional reports, national and state regulations, administrative documents, official diagnoses, and technical records related to the electronic monitoring policy. The study engages with Edgar Morin’s paradigm of complexity, Michel Foucault’s formulations on power and surveillance, David Lyon’s and Zygmunt Bauman’s reflections on surveillance culture, and gender studies, especially Judith Butler’s contributions. The findings demonstrate that intimate partner violence is structured through a continuous dynamic of control, jealousy, possessiveness, persecution, and discipline over women’s lives, revealing the persistence of a socially constructed notion of love deeply permeated by domination and in need of reinvention. The research demonstrates that the PTU operates within an ambivalent field: in certain circumstances, it expands institutional possibilities for protection and risk containment; in others, the insufficient presence of multidisciplinary teams within monitoring centers compromises the effectiveness of the policy. It is concluded that the portable tracking unit exceeds the condition of a mere technical artifact and integrates a broader sociotechnical assemblage, traversed by political disputes, penal rationalities, and social expectations of security, within which protection and control coexist in constant tension.
