SUMMARY:

Urban land regularization policy aims to bridge legal security of tenure, the expansion of the right to the city, and the strengthening of residents' ties to their territories. This relationship is justified as the guarantee of such rights promotes citizenship. However, urban informality is a recurring reality, which exacerbates processes of socio-spatial segregation. Currently, the land regularization title is a right provided for in Brazilian legislation and promoted by public policies, as established by Law No. 13,465/2017 (REURB Law). The modality aimed at low-income populations (REURB-S) has gained prominence on the social housing agenda; however, the actualization of these rights in the daily lives of the served populations remains under-investigated. This study analyzes how Social Interest Urban Land Regularization (REURB-S) was implemented in housing complexes of the Social Interest Housing Subsidy Program (PSH) in the Metropolitan Region of Natal. The research investigates three central aspects: the contributions of REURB-S to guaranteeing dignified housing and overcoming historical situations of precariousness; its capacity to favor territorial integration and expand access to the right to the city; and the impact of these projects on strengthening community organization and the sense of local belonging. To this end, the methodology involves the collection and documentary analysis of REURB-S implementation projects and records. Complementarily, interviews using questionnaires and local meetings with community leaders and residents will be conducted. The intent is to characterize relevant aspects of the citizenship perceived by the beneficiaries of this policy, as well as the active citizenship experienced after the formalization of the land tenure for the properties and the territory. The objective is to analyze the social effects of REURB-S in promoting citizenship, verifying whether the policy fulfills its social role or if, to some extent, it ends up reproducing dynamics of the commodification of housing and regularized territories.
