SUMMARY:

This doctoral thesis examines the implementation of the Sustainable Development Goals (SDGs) within the extension projects of the State University of Rio Grande do Norte (UERN) between 2014 and 2024, adopting an institutional and relational approach grounded in public policy implementation studies. The study employed document analysis and semi-structured interviews with actors involved in university governance and extension projects, enabling an examination of both institutional arrangements and relational dynamics that shape the integration of the 2030 Agenda into university extension activities. The findings indicate that UERN’s extension activities constitute a mature public university policy, historically institutionalized and strongly oriented toward social and territorial commitment. Key strengths include the early institutionalization of extension, its integration with teaching and research, alignment with the National Policy on University Extension, and the capacity for interinstitutional and network-based articulation. A significant expansion in the territorial reach of extension actions was also observed, accompanied by practices of planning, evaluation, and democratic governance. With regard to the operationalization of the SDGs, the study reveals a high degree of adherence to the principles, targets, and indicators of the 2030 Agenda, with predominantly positive assessments concerning the effectiveness, efficiency, and efficacy of the strategies adopted. The findings highlight strong alignment between planning and execution, positive social impacts in the territories, and active participation of local communities, while also identifying opportunities for improvement in communication, monitoring, and outcome measurement mechanisms. The research demonstrates that the integration of the SDGs into UERN’s extension projects unfolds as a dynamic, interactive, and adaptive process, mediated by the interpretations and negotiations of the actors involved, rather than as a linear execution of institutional guidelines. The thesis concludes that the growing institutional commitment to the SDGs points to future prospects of institutional strengthening, enhanced integration among teaching, research, and extension, and the consolidation of the university as a strategic agent in promoting sustainable development within UERN’s territories of operation.
