SUMMARY:

The present dissertation project addresses the use of Design Thinking as an innovation methodology applied to the management of administrative procedures in the public sector, focusing on the construction of procedure flowcharts related to the World of Work in the Extension Coordination (COEX) of the Federal Institute of Rio Grande do Norte (IFRN) – Santa Cruz Campus. It starts from the observation that the sector's work procedures lack formal systematization to organize the understanding of work flows, favoring the continuous improvement of internal routines. The objective is to apply the Design Thinking approach to develop clear and functional flowcharts by analyzing the current situation of the sector’s work procedures, identifying opportunities for improvement, involving staff in the co-creation of solutions, and testing the elaborated flowcharts. The rationale is based on the need to promote efficiency and innovation in public administration through collaborative and people-centered methodologies. The study is relevant as it introduces Design Thinking as an institutional innovation tool. Moreover, the case choice aligns with the proposal of the Professional Master's Program in Public Administration (PROFIAP), which encourages the production of knowledge applied to the concrete reality of public institutions, contributing to improved management and strengthening innovative practices in public service. The research adopts a qualitative approach, configured as an exploratory and descriptive case study. The methodology follows the stages of Design Thinking — immersion, ideation, and prototyping — using data triangulation through documentary analysis, semi-structured interviews, and participant observation. The final product will consist of applying the Design Thinking methodology to build standardized and tested flowcharts capable of enhancing process management, strengthening innovation culture, and serving as a reference for future initiatives in other IFRN sectors and campuses.
