LEGACY OF RELEVANT EQUIPMENT AND INFRASTRUCTURE WORKS OF THE 2014 WORLD CUP IN NATAL-RN

The research work's theme is the legacy of the mega sporting event of the Men's Football World Cup International Federation of Association Football (FIFA) 2014 in Natal-RN (2014 World Cup in Natal), from the perspective of relevant equipment and infrastructure works. Considering that Natal was nominated as the host city for the aforementioned mega sporting event, the Government of the State of Rio Grande do Norte, the Municipal City Hall of Natal and the private investor companies and development agencies involved in the Term of Commitment defended that the equipment and infrastructure works resulting from the Executive Plan (PE) of the 2014 World Cup in Natal be implemented with the aim of solving problems with regard to the dimensions of urban mobility, airports, ports, energy, public safety, tourism, hospital network, basic sanitation and telecommunications, which would represent a legacy for the citizen. With the implementation of the actions foreseen in the PE of the 2014 World Cup in Natal, there were a series of transformations in its urban space, with the perspective of translating the desired legacy of this mega sporting event, which involved substantial public financial resources and promoted the increase of relevant equipment and infrastructure works. However, after another ten years of the 2014 World Cup in Natal, the PE was not fully implemented, since there was not the complete execution of it, in addition to questions about the legacy in its entirety. Considering the above, in light of the elements of space and governance entrepreneur neoliberal, the research in development problematizes the achievement of the EP's objectives, especially with regard to equipment and infrastructure works relevant in the context of the mega sporting event in question. The definition of the empirical reference for the research was established based on some equipment and infrastructure works contained in the PE of the 2014 World Cup in Natal, whose implementation verification was obtained through electronic communication with the public institutions and private companies involved, combined with bibliographical research, documentary research, observations in loco and the creation of maps and satellite images. Considering the problems surrounding the object of study, the following question emerged as a guide for the research: How to evaluate the implementation of equipment and infrastructure works relevant to the 2014 World Cup in Natal from the perspective of solving urban problems and the legacy discourse? Regarding the research problem, the general objective was to evaluate the implementation of equipment and infrastructure works relevant to the 2014 World Cup in Natal, from the perspective of solving urban problems and the legacy discourse. The research hypothesis is that the implementation of the relevant equipment and infrastructure works, foreseen in the PE of the 2014 World Cup Project in Natal, corresponds to a partial legacy to the population of the State of Rio Grande do Norte and the municipalities that were targets of them, in particular Natal, São Gonçalo do Amarante and Parnamirim. To date, the results of the investigations lead to questions regarding the total legacy of equipment and infrastructure works from the 2014 World Cup in Natal.
