SUMMARY:

The climate crisis has affected the population's daily lives in recent years; the rise in global average temperature, the increased recurrence of natural disasters, and the emergence of new epidemics point to human-driven changes in Earth's natural ecosystems. In response to this, the UN has developed climate conferences aimed at discussing the reduction of greenhouse gas emissions and other topics considered drivers of these climate effects. As part of this discussion, the actions defined in these forums are deployed at the national, state, and municipal levels, with SEMURB—an agency of the municipal government of Natal—being responsible for greenhouse gas (GHG) emission reduction actions in the municipality. Accordingly, this study developed a multicriteria decision model for ranking actions aimed at reducing GHG emissions. To achieve this, the model was built based on a multicriteria framework and used information from scientific articles identified through a systematic literature review, as well as institutional documents, as inputs for its structuring. Ultimately, the author aims to create an ordered list of actions for greenhouse gas emission reduction, validated through sensitivity analysis and joint sessions with SEMURB's technical team.
