SUMMARY:

This project aims to develop and apply a value-oriented multicriteria decision model to support the prioritization of climate risk mitigation actions in urban areas of Natal/RN, as established in the Climate Change Mitigation and Adaptation Plan (PMAMC). The study is based on the recognition that urban climate risks are socially constructed and result from the interaction between natural hazards, socioeconomic vulnerabilities, and historical land-use patterns.

The municipality of Natal presents high population density, geological fragility associated with sandy soils, and occupation of environmentally sensitive areas such as dunes and estuaries, which intensifies the occurrence of floods, landslides, and urban waterlogging. Although planning instruments such as the PMAMC and the Municipal Risk Reduction Plan (PMRR) exist, public management faces difficulties in prioritizing interventions due to multiple technical, social, economic, climatic, and institutional criteria, as well as budget constraints.

Methodologically, the research is grounded in Multicriteria Decision Analysis (MCDA), integrating the Value-Focused Thinking (VFT) approach with the application of multicriteria methods such as the Analytic Hierarchy Process (AHP) and outranking methods. Initially, the decision problem is structured through the identification of fundamental and means objectives aligned with the values of public managers and social demands. Subsequently, criteria and alternatives are defined based on specialized literature and the strategic axes of the PMAMC, culminating in the construction of a model capable of generating a ranking of priority actions.

The expected results include the proposal of a transparent, consistent decision-making framework adapted to the municipal institutional context, capable of transforming qualitative judgments into quantitative parameters and supporting the rational allocation of public resources. As contributions, the study strengthens the role of Production Engineering in urban climate risk management, expands the application of VFT within the context of Brazilian public administration, and provides technical support to local climate governance, promoting greater coherence, legitimacy, and efficiency in decision-making.
