SUMMARY:

Considering that the increase in the number and intensity of natural disasters represents a complex problem for society in multiple dimensions, humanitarian logistics operations need to reach levels of efficiency that allow saving lives, reducing suffering and preserving human dignity after the occurrence of catastrophes. In this context, performance measurement presents itself as a fundamental tool for managing operations, and it is crucial to identify appropriate indicators to assess the efficiency of flood response operations. The present study aims to develop a performance measurement framework for humanitarian logistics operations in cases of flooding, based on a documentary analysis and a Systematic Literature Review (SLR), in order to propose indicators that fill gaps observed in the existing approaches. The research seeks to understand how these indicators are related and can be used to improve the efficiency of operations, ensuring a faster and more effective response in emergency contexts.
