SMART: Monitoring and Evaluation System of the National Telehealth Program Brazil Networks

The National Telehealth Brazil Networks Program consists of a network that interconnects health managers, training institutions and health services of SUS and makes use of Information and Communication Technology (ICT) to develop actions aimed at improving the qualification of health professionals in basic attention and consequently the improvement of services provided to the population through assistance, educational and administrative activities in remote areas. The Telehealth Program was established by the Ministry of Health in 2007 with nine technical and scientific centers, administered by public institutions of higher education and since its inception, no standards, processes, applications and quality indicators have been defined. All this combined with the decentralization of the nuclei made each one develop their own tools, with different types of language, architecture, without any regulation and integration of information with the Ministry of Health, making it difficult to evaluate the Program against the services offered. In order to solve all this problem, this work proposes the specification, implementation and validation of an architecture to integrate the different tools developed by the nuclei and standardize the information so that the Ministry of Health can monitor, monitor and evaluate the results of the actions in Telehealth carried out by the nuclei.
