SUMMARY:

Urban waterfronts are strategic spaces that integrate ecological and social functions, essential to the sustainability of cities. They act as blue-green infrastructures, regulating the hydrological cycle, promoting ecological connectivity, and providing areas for recreation and environmental education. In Mossoró/RN, the AEPA represents this potential but faces degradation, irregular occupations, and the absence of effective management instruments. Created by the 2006 Master Plan, it encompasses 14 riverside neighborhoods along the Apodi-Mossoró river but lacks integrated policies that consider its socio-environmental specificities. This research proposes a sectoral environmental zoning for the AEPA, articulating four main indexes: QAU (Urban Environmental Quality), derived from residents’ perceptions of infrastructure and the environment; APP, which assesses the integrity of legally protected riparian zones; ICVAU, which measures vegetation cover and the presence of green infrastructure; and IAU, which analyzes the degree of urban density and its environmental impacts. The combination of these indicators, processed in a GIS environment (QGIS), enabled the identification of territorial patterns, vulnerabilities, and environmental potential, providing technical support for sustainable and equitable public policies. Based on a mixed-method and complex thinking approach, the methodology included a systematic review, case study, and triangulation of qualitative and quantitative data. The result was the definition of UPUAs (Urban-Environmental Planning Units), grouped into three zones: Urban Consolidation, Controlled Expansion, and Urban Restructuring. The study demonstrates that integrating geospatial data and social perception strengthens participatory management and guides strategies for climate resilience, socio-environmental justice, and territorial sustainability in medium-sized Brazilian cities.
