Introduction: The Universal Right to Health, consolidated from the Unified Health System (SUS), made it possible to incorporate the needs of Disabled people (PwD) into Health policies. The creation and implementation of the Health Care Network for Disabled people (RCPCD) reconfigured the health care model for disabled people, establishing a new logic in the organization of health services offered and creating spaces capable of meeting the needs of this population, such as the Specialized Rehabilitation Centers (CER). Objectives: This work aims to carry out the situational diagnosis of the Specialized Center in Rehabilitation in the city of Caicó/RN; Discuss the strengths and weaknesses found by the professionals who make up the team, based on the Hearing, Physical, Intellectual and Visual Rehabilitation Instruction - MS/2020; describe the reference and counter-reference flow between RAS and CER III in Caicó/RN.Methodology: This is a qualitative study, using the action research methodology, as it is a research strategy where the subject investigates and intervenes in his own practice. Two diagnostic workshops were held with the team of professionals: the first was based on the study of the Hearing, Physical, Intellectual and Visual Rehabilitation Instruction - MS/2020 and the second, the professionals pointed out weaknesses and strengths of the service, as well as described the flowchart of the REC III. Results:The workshops allowed a greater interest of professionals in the normative instrument, with an increase in consultations to the Rehabilitation Instruction by the team of professionals.Among the potential, the engagement of professionals since the implementation of the service was highlighted. As weaknesses, the absence of some rehabilitation services was pointed out, according to the instruction of the Instruction itself and the habilitation ordinance, the lack of physical structure and materials, as well as the turnover of some professionals that hinder the continuity of work. The team also mentioned some difficulty in working the current flowchart and made a suggestion to adapt it.Final Considerations: The strategies used in this study fostered reflections on the functioning of the service and the need to institute permanent education spaces. A technical report will be sent to managers in order to contribute to the proper functioning of CER III in the municipality of Caicó-RN.
