CHALLENGES AND PERSPECTIVES IN THE IMPLEMENTATION OF A CENTER SPECIALIZED IN REHABILITATION IN THE MUNICIPALITY OF CAICÓ/RN

Introduction: The Universal Right to Health, consolidated from the Unified Health System (SUS), made it possible to incorporate the needs of People with Disabilities (PwD) into Health policies. The creation and implementation of the Health Care Network for People with Disabilities (RCPCD) reconfigured the health care model for people with disabilities, establishing a new logic in the organization of health services offered and creating spaces capable of meeting the needs of this population, such as the Specialized Rehabilitation Centers (CER). Objectives: This work aims to study the operation of the Specialized Center in Rehabilitation (CER III) implemented in the city of Caicó/RN, to know the strengths and weaknesses found by the professionals who make up the team and to describe the flow of reference and counter-reference between the RAS and CER III. Methodology: This is a qualitative study, using the action research methodology, as it is a research strategy where the subject investigates and intervenes in his own practice. Two workshops were held with the team of professionals: the first was based on the study of the Hearing, Physical, Intellectual and Visual Rehabilitation Instruction - MS/2020 and the second, the professionals pointed out weaknesses and potential of the service, as well as described the flowchart of the REC III. Results: The study of the instruction allowed greater interest of professionals in the normative instrument, in view of the increased use of the manual by the team. Among the potentialities, the engagement of professionals since the implementation of the service was highlighted. Weaknesses were identified as the absence of some rehabilitation services, as instructed by the Instruction and the habilitation ordinance, the lack of physical structure and materials, as well as the turnover of some professionals that hinder the continuity of work. The team also mentioned some difficulty in working the current flowchart and made a suggestion to adapt it. Final Considerations: With the strategies used in the study, it was possible to see that professionals began to consult and value the Instruction more as a guide. A technical report will be sent to managers in order to contribute to the proper functioning of CER III in the municipality of Caicó-RN.
