SUMMARY:

This documentary research addresses the significance of Health Education and the National Policy of Permanent Education in Health (PNEPS) within the context of the Unified Health System (SUS) in Brazil. It highlights the SUS's role in promoting health education, workforce management, and healthcare professional training. The establishment of the Manaus Public Health School (ESAP) is noted as a crucial milestone for healthcare professionals' training and development in the municipality, focusing on Primary Health Care.ESAP provides courses and educational programs to enhance professional practices and strengthen the integration of teaching, service, and the community. The research aims to analyze ESAP's role in consolidating Manaus' Municipal Policy of Permanent Education in Health (PMEPS). Employing a qualitative approach, the study uses documentary research as the data collection method.Documentary research enables in-depth analysis of previously recorded materials, such as texts, images, and reports. Documents were sourced from public outlets, including the Manaus Municipal Health Secretariat website, Ministry of Health publications, and normative documents in the Official Gazette of the Municipality.

The collected data underwent analysis using Bardin's content analysis technique. This process involved pre-analysis, material exploration (coding), and result treatment (categorization, inferences, and interpretations). Record units were identified and organized into analytical matrices following the guidelines of the National Policy of Permanent Education in Health and Manaus Municipal Health Policy.The study encompassed 49 documents relevant to the research's guiding questions, selected based on inclusion and exclusion criteria. It highlights that Manaus' Municipal Policy of Permanent Education in Health primarily aims to enhance continuous healthcare professionals' training. To achieve this goal, the policy seeks alignment with the national policy and integration of relevant theoretical principles for healthcare service enhancement in the region.This policy is based on essential principles like comprehensiveness, interprofessionality, social participation, and valuing healthcare work. These principles guide educational actions that consider the whole human being, fostering collaboration among healthcare professionals.The development of Permanent Health Education at ESAP/Manaus faces significant challenges, notably the lack of financial resources limiting the provision of various educational activities. Additionally, ensuring healthcare professionals' involvement and providing adequate infrastructure and logistics are crucial hurdles to overcome.Despite these challenges, there are opportunities to be explored. The institution can establish strategic partnerships, leverage technological innovation, and conduct periodic assessments of activities. These actions have the potential to attract additional resources, broaden the reach of permanent education activities, and facilitate continuous program improvements.By overcoming challenges and implementing effective strategies, ESAP/Manaus can create a lasting impact on community health, positioning itself as a leader in continual healthcare service improvement and professional development. Manaus' Municipal Policy of Permanent Education in Health is a recent example of success, showcasing how participatory engagement can lead to more comprehensive and effective policies. With widespread stakeholder involvement, this policy has the potential to meet community needs, offering quality healthcare professional education, promoting social control, and enhancing healthcare service quality in Manaus. This collaborative participation model can serve as inspiration for other regions and sectors interested in developing more inclusive and effective public policies.
