Who cares about the good performance of the Unified Health System (SUS)? In a historical context of influences contrary to the effectiveness of the SUS, this research aimed to shed light on such facts so that it could identify mechanisms present in the health policy arena, since the establishment of the new republic in the country. An approximation to the project entitled “Specialized medical assistance in the Northeast region of Brazil through Telemedicine (TeleNordeste)” was chosen, as it is operated by philanthropic entities exempt from tax commitments and, also, because it has in its scope with the use of telemedicine as a new and powerful market in Brazil. From the identified problem, which portrays the challenge of guaranteeing that relations with private institutions respect and add to the structures already conquered by the SUS - and not of mere favoritism - the challenge was proposed to apply a study, from the deepening models currently used in the SUS, focusing on the organization of Health Care Networks and, more specifically, the model of the Outpatient Secondary Care Point (PASA), the following research question was used as a guiding principle: Is the PASA Model adequate to develop educational functions in telehealth projects developed by private institutions in the SUS? It is, therefore, a qualitative research, which used the narrative review technique as a methodological contribution, with a non-systematized bibliographical survey, in the search for specific elements that served to outline the chosen research, as well as to deepen the models and projects currently developed in the SUS that use the traditional PASA model (described for non-virtual environments). Next, we used triangulation of research techniques with content analysis and interviews with experts on the subject; use of the Likert scale and pilot experience, with a view to making the proposed instrument valid and reliable for the purpose for which it is intended. The results are intended for the National Council of Health Secretaries (Conass), as a member of the Tripartite Intermanagers Commission (CIT) and the PROADI-SUS Management Committee, so that it can appropriate the elements contemplated, using them, if applicable , in the elaboration of future telehealth projects developed by private initiatives, prioritizing the development of educational functions in the Health Care Network (RAS).
