Analysis of resistance to the implementation of risk management mechanisms in public contracts in Federal Institutions of Higher Education

The research aims, through a quantitative method using Structural Equations Model on the partial least squares (PLS-SEM), to study dimensions and relations between variables in the resistance to implantations of governance measures, principally the risk management in acquisitions public, from the servers of Federal Institutions of Higher Education in Brazil.
In order to achieve the proposed objective and aiming at a logical sequence of the activities developed, it was decided to prepare three articles. The first and second articles have already been prepared, as a form of support for the construction of the model proposed in the research.
The first article carries out a systematic review of the literature regarding “organizational changes”, using international and national databases: Scopus, from Elsevier, Web of Science, from Clarivate Analytics, SciELO (Scientific Electronic Library Online) and SPELL (Scientific Electronic Journals Library), from the National Association of Graduate Studies and Research in Administration, composition of the theoretical basis and analysis of variables to be used in the model.
The second article seeks how the implementation of governance measures, especially risk management, occurred in public contractions in Brazil, seeking a relationship with the Agency Theory.
Finally, the third article aims to develop and carry out a validation of a previous model in the Federal Institutions of Higher Education (IFES), built through the results obtained in the previous articles.
