Health promotion of people with disabilities in Northeast (Brazil): the case of Novo Viver Sem Limite

In recent years, Brazil has made progress in legislation regarding the social rights of people with disabilities, including in the area of health promotion. This progress is materialized in the National Plan for the Rights of People with Disabilities, currently called "New Living Without Limits," which functions as an essential initiative to promote social inclusion and the exercise of the rights of this population. This study addresses the health promotion of people with disabilities in the Northeast region, a territory with a higher proportion of this population segment than the national average and marked indicators of social inequality. Its objective is to analyze the advances and challenges in the development of these actions to promote the health of people with disabilities within the scope of the "New Living Without Limits" Plan in the Brazilian Northeast. To this end, a single case study with integrated units of analysis will be conducted, using a qualitative approach, based on document analysis and semi-structured interviews with managers of the Plan from Northeastern states. For the organization and analysis of the evidence, a strategy based on theoretical propositions and the cross-case synthesis technique, as proposed by Yin (2015), was adopted. Preliminary results, based on interviews conducted with managers from the states of Bahia (BA) and Rio Grande do Norte (RN), reveal that the development of the policy occurs unevenly, shaped by the capacity for political articulation and administrative maturity of each federative entity.
