MENTAL HEALTH MANAGEMENT AND THE USE OF INFORMATION AND COMMUNICATION TECHNOLOGIES (ICTs) IN HEALTH SERVICES DURING THE COVID-19 PANDEMIC

SUMMARY:

Introduction: The COVID-19 pandemic has caused changes in the management and provision of care in health services and at different levels of health care, with a diversity of arrangements being observed throughout the health crisis at each level of the Health Care Network (HCN). Objective: The study characterized the management and provision of care and the use of information and communication technologies (ICTs) worldwide and in PHC during COVID-19. Methods: Through an ecological design on care management and the use of ICTs in health services during COVID-19, a theoretical essay was carried out based on references from the primary health care discipline plan of the postgraduate program in public health. A scoping review was also carried out using the Preferred Reporting Items for Systematic reviews and Meta-Analyses extension for Scoping Reviews (PRISMA-ScR) checklist, with OSF registration, DOI: 10.17605/OSF.IO/NU7PW. Finally, a documentary analysis of the technical standards and the application of a questionnaire via Google Forms on the management of care by health professionals from two Family Health Strategies and a Multidisciplinary Team in the city of Santa Maria/RN followed. Results: Article 1 - it was found that over the years, since the enactment and constitution of the SUS, PHC has gone from a centralizing model of care to, with the setbacks experienced, becoming just a device for implementing practices in the Health Network, thus weakening its potential for innovation and invention of emancipatory ways of caring. Article 2 - it was found that COVID-19 was a modifier of health care management in care services worldwide. The data presented infer that the actions offered in terms of health and mental health guidance, as well as longitudinal monitoring and management of COVID-19 complications and sequelae, were possible, given the use of information and communication technologies (ICT), amid the urgency of non-pharmacological mitigation strategies for viral contamination. Article 3 - It was observed that the ESF and eMulti teams maintained the “normal functioning of services” due to the insertion and use of ICTs amid some difficulties such as access to ICTs and the internet, the shortage of PPE, the long working hours and the lack of uniformity of official regulations on the promotion and prevention of care. Final considerations: We conclude that COVID-19 was an event of potential magnitude for the modification of arrangements and lines of care in health services worldwide. It was noted that PHC was strategic for achieving actions to prevent and treat health problems, for broad and comprehensive care management.
