TRADE UNION PRESS IN DEFENSE OF HEALTH: DISCURSIVE STRATEGIES ABOUT SUS PRIVATE MANAGEMENT AT NATAL

The main purpose of this dissertation is to identify and analyze the meanings produced by the printed newspapers SindNotícias and Impaciente, prepared by the press office of Sindsáude/RN, a union that represents public health workers in Rio Grande do Norte. The investigation focuses on the union's discursive clashes related to the private management of SUS in Natal, implemented by the town hall between 2010-2012. Based on an analysis of the articles in the newspapers SindNotícias and Impaciente, we seek to distinguish the ideological and discursive formations, as well as the conditions of production, which constitute the union discourse in the dispute for symbolic representation about Social Organizations in public health. This work articulates the theoretical contributions of union communication in Giannotti (1997, 2004, 2014), Costa (2010) and Ferreira (1978, 1995), elaborations of Discourse Analysis of the French line, mainly Pêcheux (1988) and Orlandi (1999, 2007), and the contributions of Foucault (1996, 2012) and Bourdieu (2000).
