AN EDUCATIONAL EFFICIENCY INDEX FOR BRAZILIAN STATES: A DSBM APPROACH

Among the services provided by the State, it is worth to stress the basic education that is responsible for generating citizens with good reading ability, contextualization and logical organization of ideas. When well executed, basic education generates positive externalities that justify the government efforts to provide it (SAVIAN AND BEZERRA 2013). According to Franco (2008), education is a key factor for the growth and economic development of any nation, in other words, spending on education is more conducive to growth and economic development than other expenditures. Considering the extreme importance of basic education, the general objective of this research is to estimate the educational efficiency frontier of Brazilian states, at a fundamental level, for the period from 2007 to 2017. To reach the objective of the study will be endowed with the panel data involution analysis method, called dynamic DEA. In addition, the analysis will be done in two cycles, that is, the first corresponds to the initial years of elementary education and the second cycle is equivalent to the final years of elementary education. In this way, we can compare the levels of education and observe in which of the two resources are presented the best results, which will be reflected in higher efficiency scores.
