SUMMARY:

In the context of the 21st century, marked by the expansion of digital technologies, the intensification of information flows, and the increasing complexity of educational processes, educational institutions are challenged to develop new ways of understanding, monitoring, and promoting student learning. In Vocational and Technological Education, this challenge is particularly relevant, since the formative and biographical trajectories of individuals are traversed by academic, pedagogical, social, cultural, welfare, and territorial factors that directly influence their conditions of permanence, learning, and development. This research stems from the problem of the absence of an institutional mechanism capable of integrating, interpreting, and making available information about these trajectories in a territorialized and intelligent way, to support preventive, contextualized, and learning-oriented pedagogical decisions. The thesis defended is that intelligent territorialized monitoring of formative and biographical trajectories is impossible without an institutional mechanism capable of articulating data, contexts, and pedagogical foundations in favor of intelligent learning. In this direction, the study had the general objective of developing and validating a module proposal for the Unified Public Administration System (SUAP), called SUAP/PED, conceived as an institutional device of territorialized pedagogical intelligence for monitoring the formative and biographical trajectories of students at the Federal Institute of Education, Science and Technology of Rio Grande do Norte (IFRN). To achieve this objective, the study sought to analyze the socio-historical, political, and educational trajectory of IFRN; identify the potential and limitations of SUAP for monitoring student trajectories; model and develop SUAP/PED; and validate its contributions to pedagogical monitoring, learning monitoring, and support for institutional decision-making. Methodologically, this is an applied research, with a qualitative approach, based on Design Science Research (DSR), articulating document analysis, institutional needs assessment, consultation with staff, and the development of a functional simulator. The results show that Suap has relevant functionalities for academic management, but still operates predominantly within an administrative and operational logic, presenting limitations regarding usability, intersectoral integration, information personalization, and systemic reading of student trajectories. The Suap/Ped proposal expands these possibilities by integrating academic, pedagogical, biographical, care, and territorial information in a digital environment focused on continuous monitoring, early identification of vulnerabilities, contextualized interpretation of formative paths, and the planning of more responsive pedagogical interventions. As an original contribution, the thesis demonstrates that Suap/Ped constitutes the materialization of a new rationality for pedagogical monitoring, based on a territorialized understanding of students' formative trajectories and the production of pedagogical intelligence to support educational decisions committed to learning, the right to education, and sustainable human development. From the perspective of the Territorialization of Education, the study argues that data and digital technologies are not ends in themselves, but rather tools for understanding human trajectories in specific territories, strengthening the right to learn, improving student retention, and promoting sustainable human development in Vocational and Technological Education.
