We analyzed the subdivision projects for the annexation of territories in the municipalities of the state of Paraíba between the years 2007 and 2018. These projects are, in fact, negotiations carried out between municipal administrators, which fragment small portions of the territory and are formalized through state laws approved by the Legislative Assembly of the state of Paraíba and sanctioned by the state executive branch. For the collection of secondary data, we used, among others, official state and federal government agencies. The official website of the Legislative Assembly of the state of Paraíba provided us with the main draft laws, as well as the laws enacted on the subject. For this study, we focused only on approved bills dealing with the matter, leaving out those still under discussion or archived. Among the possible hypotheses regarding these processes, we highlight a possible interest in the relocation of populations from the detached territories to be annexed to another municipality, which may result in effects on the allocation of federal resources, particularly the Municipal Participation Fund (FPM), which is the main source of revenue for small Brazilian municipalities.
